Organizational Setting
The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.
The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; and three Technical Divisions, (i) Division of Concepts and Planning, (ii) Division of Information Management, and (iii) Division of Technical and Scientific Services, as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Systems.
The Division of Information Management (SGIM) comprises four sections and provides the Department of Safeguards with services of data processing, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and credible safeguards conclusions.
Main purpose
The Senior Safeguards Information Analyst provides expert trade analysis to the IAEA’s State evaluation process and related analytic products. These products provide the backbone for the implementation of safeguards and the drawing of conclusions on States compliance with their safeguards obligations.
Role
The Senior Safeguards Information Analyst is: (1) a leader of analytic teams contributing to the State evaluation process and other complex analytic tasks; (2) an expert trade analyst, leading the regular review of information and ensuring that it is efficiently processed and disseminated within the Department; and (3) a strategist, promoting innovative methods and tools to advance analytic capabilities.
Partnerships
The Senior Safeguards Information Analyst develops working partnerships and collaborations across the Department and throughout the IAEA. The incumbent works especially closely with other members of the Section and with staff of the Operations Divisions to define analytic tasks and conduct analytic projects. S/he also liaises with other Departments on technical issues to obtain relevant information. The Senior Safeguards Information Analyst also interacts with representatives of Member States regarding new information sources, methodologies, and the Procurement Outreach Programme.
Functions / Key Results Expected
Leads or participates in analytical teams comprising members of the Division of Information Management, the Division of Concepts and Planning and the Operations Divisions. These teams focus on solving particular analytical problems and integrate diverse information sets and analytic perspectives. Conducts and coordinates multiple analytic tasks simultaneously under time pressure, involving different interdisciplinary analytical teams, to a very high professional standard.
Produces reports that incorporate in-depth analysis of relevant information in support of the IAEA’s nuclear verification mission. Compares trade information with State-declared information, environmental sampling results, etc. Special attention is paid to whether there are indications of diversion of declared nuclear material or the presence of undeclared nuclear material or activities.
Contributes to the State evaluation process by determining if there are indicators of proliferation or non-compliance with safeguards agreements. Participates in State evaluation working groups and contributes to the drafting of State evaluation reports.
Trains, guides and directs other staff in the collection and analysis of information pertinent to the nuclear fuel cycle and to proliferation pathways.
Plays an active role in evaluating, selecting, testing, and implementing advanced analytical software tools for the Department of Safeguards.
Works with members of the Procurement Outreach team to advance the goals of the Procurement Outreach Programme.
Knowledge, Skills and Abilities
Professional expertise:
In-depth knowledge of the nuclear fuel cycle, with special emphasis on nuclear proliferation pathways, proliferation indicators and trade analysis;
Demonstrated ability to conduct research and analysis across the full range of issues relevant to State evaluation, including specific nuclear facilities and sites, overall State-level programmatic evaluation, and trans-national issues;
Strong background in multi-source analysis with the ability to incorporate the results of disparate analysis into an integrated analytical product;
