Responsibilities

This position is located in the Women’s Empowerment Advisory Unit of the Political Affairs Division within the United Nations Support Mission in Libya (UNSMIL). The Senior Gender Adviser (Women’s Empowerment) will report to the Director of the Political Affairs Division. The Women’s Empowerment Advisory Unit contributes to the effective implementation of Security Council resolutions 2009, 2011 and 2040 by supporting the Special Representative of the Secretary-General for Libya (SRSG) and UNSMIL to ensure that women’s political, civic and economic rights are promoted throughout Libya’s transition. The Women’s Empowerment Advisory Unit is responsible for effectively incorporating an integrated approach to women’s empowerment, which includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective, throughout the Mission’s activities. Such an approach will strengthen UNSMIL’s capacities to incorporate and address key issues for women during Libya’s transition as well as strengthening national efforts in this regard. UNSMIL will strive to achieve this by intensifying its efforts to support women’s political participation, in particular in the electoral cycle, the constitutional process, the national reconciliation effort, and security sector reform. The Senior Gender Adviser will supervise the work of the Gender Affairs Officer (Women’s Empowerment) and the National Programme Officer (Women’s Empowerment). The Senior Gender Adviser will be responsible for the performance of the following duties: Provide technical advice to national counterparts on the specific needs and implications of transitional issues and initiatives for women; Provide technical assistance to strengthen the Libyan government’s capacity to protect and promote women’s rights during the transition; Identify emerging gender issues relating to UNSMIL’s mandate and provide technical advice to UNSMIL components on strategies, measures and plans of action for the immediate and longer-term to ensure effective implementation of women peace and security mandates and mandated tasks, as well as effective gender mainstreaming throughout the mission; Advise UNSMIL on its engagement with women civil society actors, build the capacity of women’s civil society actors in particular to advocate effectively for the promotion and protection of women’s rights and facilitate the involvement of women’s organizations in the transitional process, including through ensuring that all information and outreach activities of the mission target and involve both women and men; Ensure that UNSMIL’s interventions to enhance security to effectively address protection and security priorities of women and girls; Coordinate and support the UN system on women’s empowerment; Provide input for the mission’s reporting obligations, documentation of good practices, and related submissions for senior mission leaders and DPA; Oversee the programmatic/administrative tasks necessary for the functioning of the Women’s Empowerment team, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), recruitment of staff and preparation of inputs for results-based budgeting; and Undertake other activities as required by the Director of the Political Affairs Division.

Competencies

Professionalism - Substantial and diverse experience in all facets of the job; ability to advise senior management and other senior officials; strong analytical and evaluative skills combined with good judgment; in-depth understanding of and ability to evaluate broad range of factors impacting upon women’s empowerment, utilising analysis of gender equality to inform programming and policy formulation. Sound knowledge of international conventions relating to women, as well as UN gender normative policies, guidelines; substantive knowledge of the UN system, Agencies, Funds and Programmes; commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of woman and men in all aspects of work. Communication - Proven and sustained communications skills including ability to prepare succinct analytical reports; strong interpersonal skills; ability to conduct high-level discussions and negotiations in a productive manner with senior government officials, representatives of international organisations, civil society groups and experts in related fields; creates and promotes enabling environment for open communication. Shares knowledge and builds a culture of knowledge sharing and continuous learning. Planning and Organizing - Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; and, uses time efficiently. Vision - In-depth understanding of women’s empowerment issues underscoring strong capacity to conceptualise and identify strategic issues, opportunities and risks, demonstrating ability to link with Mission’s overall objectives and goals to transform vision into a result oriented and rights based work programme. Leadership - Demonstrated ability to provide leadership and for incorporating gender perspectives into substantive work; ability to translate vision and political mandates and requirements into comprehensive and holistic strategies and to translate strategies into managerial action; conceptual flexibility to adapt to changing environments; commitment to the goal of achieving gender balance in staffing; proven record of building and managing teams and creating an enabling environment; mature judgment and initiative; imagination, resourcefulness, energy and tact. Self-management and emotional intelligence: Contributes to the creation of an emotionally intelligent organisation. Judgment/Decision-making - Fair and transparent decision making; calculated risk-taking and assumption of responsibility and accountability for judgement and decisions; promotes ethics and integrity; demonstrated sound judgment in resolving issues/problems and initiative with strong analytical skills.
