UNOPS Thematic Focus Center for Peace and Security - PSC

The UNOPS Thematic Peace and Security Cluster (PSC) is located within its Office for North America. It is one of the leading mine action service providers, with the Mine Action Service (MAMS), UNDP, UNICEF, the governments of landmine-affected countries, as well as other partners in the field of mine action. The Center is responsible for administering, supporting and overseeing the day-to-day management of the offices managing projects in the field, responding to both client requests and UNOPS rules and regulations.

The Center is headed by the Director of the PSC, who has overall authority and is accountable for the results of the Theme Action Center for Mine Action against its clients.

Mali is confronted with a problem of weapons and contamination of explosive risk, following long-standing and recent armed conflicts. The presence of explosive remnants of war (ERW), improvised explosive devices (IEDs) and unsecured stocks of weapons and ammunition (obsolete, abandoned or neglected) pose a serious threat to civilians and MINUSMA and humanitarian personnel operating in the country.

The United Nations Mine Action Service (UNMAS)

UNMAS deployed in Mali in January 2013 to carry out an emergency assessment of the situation with regard to explosive threats in support of UNSCR 2085 (2012). In July 2013, the United Nations Integrated Multidimensional Stabilization Mission in Mali (MINUSMA) was established by Security Council resolution 2100 and is currently operated under Security Council resolution 2364 (2017). In accordance with these mandates, the United Nations Mine Action Service (UNMAS) has engaged UNOPS to implement a mine action program in Mali. The UNMAS mine action program in Mali seeks to:

Reducing the explosive threat to MINUSMA and UN staff;
Strengthen national capacities to mitigate explosive threats and ensure compliance with obligations under international treaties;
Improve the protection of civilians.

Mission Objective and Scope

Under the overall supervision of the UNMAS Mali Program Capacity Development Project Manager and the direct supervision of the EOD / C-IED officer , the EOD - Counter Improvised Explosives Devices (C-IED) provides advisory and technical assistance in the areas of NEDEX and C-EEI to the Defense and Security Forces of Mali (FDSM). The officer may be required to represent the NEDEX / C-IEI cluster on a case-by-case basis in the regions and assume the interim role in the absence of the NEDEX / C-IEE manager.

Obligations / Responsibilities:

Its obligations and responsibilities include, but are not limited to, the following:

In support of the EOD-C-IED cluster, identify the needs for support, mentoring, training, equipment, equipment and other services in the NEDEX / C-IEE fields for the MSDSs;
Provide advisory support, technical assistance for the development and implementation of training plans and programs - approach, method, content, prerequisites, beneficiary selection, knowledge control, validation of prior learning; and carry out a quality control of the services;
With the head of the EOD-C-IED cluster to provide advice and technical assistance to the national authorities for the formulation of a national institutional, organizational and operational framework and for the development of operational procedures in line with international standards and standards;
Support the head of the EOD-C-IED cluster for the formulation of project proposals and the drafting of documents relating to their implementation and the supervision of contracts for their implementation;
Assist the head of the EOD-C-IED cluster for the formulation of technical documents for the procurement of goods and services, their availability to the Defense Forces and Malian Security Forces (FSDM) and program implementation partners A FARMHOUSE;
Consolidate, verify and transmit data related to EOD / C-IED activities to the Information Management System in Mine Action (IMSMA) cell;
Assume the interim in the absence of the head of the EOD - C-IED cluster;
At the request of the Project Manager, ensure the representation of the EOD-C-IED cluster in the intervention regions;
Assume other duties, within the position and according to the needs of the hierarchy.
