General information on UNOPS

The mission of UNOPS is to assist poor people by strengthening the capacity of the United Nations, Governments and other partners to sustainably and efficiently pursue their infrastructure, procurement and project management activities .

Within these three main areas of expertise, the organization provides its partners with transactional services, advice and implementation, for projects ranging from the construction of schools and hospitals to the purchase of goods and services, as well as the training of local workers. UNOPS works closely with governments and communities to ensure the economic, social and environmental sustainability of the projects the organization supports, with particular emphasis on strengthening national capacities.

Located in Dakar, the UNOPS office in Senegal has established a solid professional relationship with West African governments and international partners over the years. It provides them with technical support for their strategic development activities; services of excellence in project management, infrastructure, procurement and capacity building in procurement and environmental protection.

Senegal endorsed a new judicial organization with the adoption of the new judicial map in October 2014 and Decree No. 2015-1039 on the organization of the judicial organization.

This reform of justice aims at rationalizing and optimizing the judicial organization by proposing a new scheme. This scheme includes the creation of new jurisdictions in order to rebalance the judicial map and bring justice closer to the litigant and consecrate the house of justice as a link in the judicial chain.

In the framework of the strengthening of the partnership between the European Union and Senegal, the National Indicative Program (NIP) of the 11th EDF for the period 2014-2017 has retained the strengthening of democratic governance as a sector of concentration. This support will materialize through the project "Support of the European Union to strengthen the rule of law in the Republic of Senegal" and is in line with the 10th EDF.

Following the request of the European Union, the "Construction Component" of this project will be implemented by the United Nations Office for Project Services (UNOPS). This component will focus on the realization of a Tribunal de Grande Instance in Pikine-Guédiawaye, a Court of Appeal in Tambacounda and 12 judicial houses through the project "Construction of Judicial Infrastructures within the framework of the support the strengthening of the rule of law 11th EDF ".

Functional Responsibilities

Under the direct supervision of the Program Manager, the Project Manager will be responsible for carrying out, with a certain autonomy, the tasks and responsibilities essential to the success of the project as defined below:

Management of stakeholders:

Establish an excellent relationship with the project committee (project executive, user manager, supplier manager), client and key stakeholders.

Manage communications, ensure that stakeholders are aware of project activities, progress and exceptional situations and ensure that they are able to receive products.

Advise the client on issues that may affect the achievement of its objectives (including sustainability issues or post-closure requirements such as product maintenance).

Manage the flow of information between the steering committee, the operations center manager and the project staff.

Respond to any request for information from the donor.

Performance and results:

Develop and maintain project plans.

Implement approved project plans (including planned schedules) without exceeding tolerance levels established by the project steering committee (s).

Taking into account sustainability in projects, including social, gender, environmental and economic aspects.

Manage the production of the required products, taking responsibility for the progress of activities, the use of resources and, where appropriate, taking corrective measures.
