Background Information - Afghanistan

Afghanistan

With more than 20 years of experience in the country, the UNOPS Afghanistan office supports national reconstruction and development efforts by providing projects with goods and services - from stand-alone, one-off solutions to long-term management and capacity development support. Based in Kabul, UNOPS in Afghanistan has sub-offices in every region of the country. The team implements projects in support of the Afghanistan National Development Strategy, in a wide range of sectors including infrastructure, education, environment and agriculture, and governance and rule of law.

Functional Responsibilities

Responsible to the Head of Programmes, and reporting directly to AFOH’s Programme Management Office (PMO), the Programmes Support Specialist is expected to play a support capacity in achieving Programme objectives of AFOH. Specifically, the Programmes Support Specialist shall perform the following duties and responsibilities, but not limited to:

Support the PMO in providing appropriate levels of management and administrative support to Programme and project activities while maintaining and implementing appropriate standards and best practices in compliance with UNOPS policies and procedures.

Provide strategic direction on Programme and project management activities in line with service agreements and project documents.

Ensure proper preparation and dissemination of periodic reports, budgets, and staffing resources, among others, related to Programme and project issues.

In close coordination with the Head of Programmes and PMO, identify key Programme and project resource requirements.

Provide management and technical support in the development and implementation of Process Management and Information Management Systems to ensure proper monitoring and evaluation of Programme and project activities.

Provide support to Programme and Project Managers with planning and execution of project deliveries according to best practices.

Ensure appropriate liaison and communication among Programmes and Projects, and stakeholders, checking appropriate and timely reporting facilities are available.

In coordination with PMO, analyze Programme and project challenges and provide appropriate solutions.

Draft and disseminate effective internal control policies and procedures in line with Process Management Systems.

Assist in the development of standard Project Management tools and identify the appropriate technical skills of Programme and Project Managers, and other project personnel.

In coordination with the Stakeholder Engagement Officer, provide technical, management and administrative support in finding business and other growth opportunities by building effective relationships with clients and donors.

Perform other duties as may be assigned.

As Engagement Closure Manager (ECM), oversee and coordinate all project closure activities, ensuring appropriate disposal of project assets, timely and effective final (operational) reporting, initiation of financial disbursements as appropriate during Defects Liability Periods, updating of information on the UNOPS MIS, and effective handover of closed projects to UNOPS HQ for financial closure processes.

For project closure purposes, act as focal point between AFOH and donors throughout the process.
