Special Notice

This position is open only to internal candidates of the United Nations Economic Commission for Africa due to the on-going Recruitment Freeze against General Service positions. External candidates will only be considered when none of the internal candidates are successful. Such external candidates, if selected, will be offered Temporary Appointment through 31 December 2017. Recruitment for this position is done on a local basis, whether or not the candidate is a resident at the duty station. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services category in the United Nations. External candidates will be responsible for any travel expenses incurred in order to take the GGST examination and, in the event of an employment offer, any cost related to travel and relocation to the duty station on appointment and separation. The candidate will also be responsible to obtain any visas and work permits in order to take up the appointment. If selected, external candidates will be recruited on a local basis and would not be entitled to international benefits. Candidates who are short-listed for this position will be scheduled to sit for the GGST at a later date. The United Nations is Secretariat is committed to achieving 50/50 gender balance in its staff. Organizational Setting and Reporting

This position is located in the African Union (AU), Economic Commission for Africa (ECA) and the African Development Bank (ADB) Joint Secretariat Support Office (JSSO), in the Office of the Deputy Executive Secretary (OES). Incumbents typically report to an officer, senior officer, or head of unit/section.

Responsibilities

Major duties and responsibilities

Assisting in compiling, summarizing and presenting basic information/data on specific programmes/projects and related topics or issues

Assisting in compiling, summarizing and entering data on project delivery, identifying shortfalls in delivery, budget overruns etc., and brings to the attention of the manager.

Assisting in the review of project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedure prior to submission for final approval and signature, identifies inconsistencies, distributes project documents to relevant parties upon approval;
Supporting budget revisions, verifies availability of funds, ensures necessary approval and entry in computerized budget system

Processing and following up on administrative actions e.g. recruitment and appointment of personnel, travel arrangements, training /study tours, authorization of payment disbursement of funds, procurement of equipment and services, etc.

Providing general office assistance, responds to information requests and inquires, reviews logs and routes incoming correspondences, sets up and maintains files/records;
Organizes meetings, workshops and other forums, trainings and gatherings;
Handles routine administrative tasks, such as maintaining attendances records, assessing telephone billings, etc.

Assists in the overall administration of the department/division, i.e. provides substantive and administrative support in managing priorities and work flow of the manager and of the work unit; coordinates and monitors multiple and diverse activities and work processes to ensure that management directives and decisions are properly carried out and products delivered in a timely manner.

Compiles and analyzes basic data from a variety of sources (including UMOJA), summarizing and presenting conclusions for review by manager. Serves as a communications link between supervisor and senior staff; on behalf of supervisor, keeps others informed by conveying directives, reports, status updates and other relevant information; brings sensitive and urgent matters to the attention of the manager.

Takes full responsibility for time management and scheduling on behalf of manager with appropriate consultation as required; effectively prioritizes and resolves related conflicts and competing demands. Screens and prioritizes all incoming correspondence;
Compiles relevant background documents and references; identifies issues requiring the manager’s attention and refers others to relevant officer for appropriate disposition; monitors and follows-up on actions to be taken. Independently handles a wide range of complex information requests and inquiries (e.g. answer requests requiring file or other research); responds, or drafts responses, to a diverse range of correspondence and other communications.
