Among the many problems the community resilience, housing, land and property issues are increasingly creating challenges for the immediate operational work of humanitarian actors. Moreover, there is a growing recognition that HLP issues will be a critical challenge for the future stability and recovery of a post-agreement Syria. Therefore, UNDP is implementing a project to contribute towards offering viable solutions to the community resilience and HLP issues. In order to ensure effective and efficient management of the project, UNDP is recruiting a National Project Technical Officer. The incumbent will be responsible for the overall management of the project activities and achievements of planned project results.

Duties and Responsibilities

Under the direct supervision and guidance of the Social Cohesion and Local Development Team Leader (SCLDTL), and in close cooperation with the International Project Specialist, the Project Technical Officer will be part of the Social Cohesion and Local Development Unit (SCLDU) of UNDP Syria Country Office. S/he will be assigned to support the design, implementation, monitoring and reporting of Project activities, both in the office and field. The Project Officer will be responsible and accountable for the day-to-day management and delivery of the project outputs, including use of project funds, and will also be responsible for provision of technical advice on community resilience and HLP issues. S/he shall be responsible for, but not limited to, the followings:

Project Implementation & Strategic Management:

Ensure timely and efficient delivery of the project outputs through day-to-day planning, implementation, monitoring and evaluation. Develop and keep track of all project plans in order to ensure timely delivery of the project results;
Assess the impact and effectiveness of the project through regular field visits and highlight achievements, progress and challenges through impact- and results-driven reports submitted to SCLDTL for review;
Provide direct advice and supervision to staff hired to implement project activities in the field;
Actively engage with Joint Project partners; closely coordinate with them on programmatic issues, keep them up to date on the progress of project activities; participate in Technical Working Group (TWG) meetings;
Work with international programme specialist in conduct of thematic analysis and project review, including strategic guidance on activity planning and implementation of strategies relevant to SCLD focus areas;
Support international programme specialist in advancing thematic coordination on social cohesion and community safety and ensure consistency and complementary implementation in relation to other UNDP projects;
Together with international programme specialist, represent UNDP in inter-agency fora related to project focus areas;
Assist the SCLDTL in the Project Risk Assessment, in particular with regard to the social, and economic situation in the targeted areas;
Keep the SCLDTL abreast of project planning, development and/or obstacles;
Prepare periodic and on-demand reports vis a vis project in a timely manner;
Carry out any other relevant duties as requested by the SCTL.

Support international programme specialist in Providing technical inputs and advice to the senior management on HLP related issues in a proactive manner.
