IMPORTANT NOTICE: OBJECTIVES OF THE PROGRAMME The Convention Secretariat is established under the provisions of the WHO Framework Convention on Tobacco Control (the Convention) and the Protocol to Eliminate Illicit Trade in Tobacco Products (the Protocol). Its mandate is to support Parties in fulfilling their obligations under the Convention and the Protocol; to provide the necessary support to the COP, MOP and their subsidiary bodies; and to translate into programme activities the decisions of the COP and the MOP. More specifically, the objective of the Protocol is the elimination of all forms of illicit trade in tobacco products, in accordance with the terms of Article 15 of the Convention. The Convention Secretariat will be in charge, in accordance with the Protocol and decision MOP1(10), of making the necessary arrangements to facilitate the work of the Working Group established by the MOP, mandated to deal with matters related to enforcement information sharing (in accordance with Article 21), assistance and cooperation (in accordance with Article 23), mutual administrative assistance (in accordance with Article 28), investigation and prosecution of offences (in accordance with Article 24) and mutual legal assistance (in accordance with Article 29).

DESCRIPTION OF DUTIES

Under the supervision of the Head of the Convention Secretariat:

Work on aspects necessary to frame illicit trade issues with taxation and trade policies;
Support the Working Group’s work to deal with matters related to enforcement information sharing (in accordance with Article 21), assistance and cooperation (in accordance with Article 23), mutual administrative assistance (in accordance with Article 28), investigation and prosecution of offences (in accordance with Article 24) and mutual legal assistance (in accordance with Article 29);
Provide substantive inputs as necessary for the completion of the Working Group’s mandate, in the relevant areas;
