The Department of Finance ensures that the financial management framework provides the required financial controls, reporting systems and procedures to meet the Organization’s needs. It is therefore responsible for WHO’s accounting policy and systems, corporate accounting, financial reporting, income and expenditure, donor accounting and reporting and treasury management policies. The Department of Finance has also the responsibility for insurances, compensations and pension services including administration of operations and risk management relating to staff and other financial risks.

DESCRIPTION OF DUTIES

Monitor statistics of operations, especially of separations, follow up payments outstanding with UNJSPF as well as death cases and missing Payment Instructions with the Operations‘ Team. Help as needed to clear backlog or to cover colleagues‘ leave.

Follow up critical, complex or sensitive cases or requests that regularly arise.

Develops guidelines, documents processes, liaises with counterparts and stakeholders within and outside of the organization and overviews implementation of administrative procedures. Develops training material for Team members and for participants.

Monitor the accounts related to validation, restoration, leave without pay and payable to UNJSPF. Analyze and clear reevaluation balances. Reconcile LWOPs with or without Pension contributions. Check schedules and assist during Year End closure.

Assist in clearing the Participant Reconciliation Exceptions (PREs) and the audit notes of UNJSPF.

Collaborate on IT developments, migration of systems, testing and resolution of issues in reports and interfaces. Design with IT new reports needed in Pensys and in Power BI.

REQUIRED QUALIFICATIONS

Education

Essential: First level University degree in management, business, public administration, finance, legal or other related area.

Desirable: Accounting diploma.

Experience

Essential: A minimum of 2 years of experience in administration, accounts of which 1 year within WHO or UN.

Desirable: Proven experience in UN pension or staff benefits administration.
