Background

The ‚Peaceful Communities Project has been designed to respond to the urgent need for enhanced social cohesion and community resilience in Myanmar. It adopts a multiprong strategy through working on alleviating immediate pressures for the most conflict-affected populations while tackling some of the long-term challenges that present the root conflict causes. It engages hands-on with building social cohesion in the targeted locations in Rakhine state through a combination of ‚hardware‘ inputs that improve economic wellbeing with ‚software‘ measures that promote community safety, enhance the culture of dialogue and build stronger social bonds. This approach is accomplished through an establishment of engines for local development, where social cohesion issues are most at stake. The project also addresses the social cohesion needs of the returning or resettled IDPs and assists the local society in overcoming the legacy of past conflict through collaborative efforts. It engages both with the grassroot communities and with the state and Union-level authorities, as it is determined to advocate solutions to the challenges which require a higher-level change. For that, it will create accelerators in order to upstream the issues from the ground up to decision-makers.

To this end, UNDP seeks to appoint a Project Coordinator to support the implementation of the social cohesion pilot activities in Rakhine state. The Social Cohesion Project Coordinator will work under the direct supervision of the Project Manager based in Yangon Country Office.

Duties and Responsibilities

Provides quality technical assistance to project and counterparts focusing on achievement of the following results:

Supports the development of project guidelines and tools, including community based consultation, problem identification, resource and stakeholder mapping and social cohesion;
Leads on community dialogue interventions and provides facilitation support

Supports data collection and analysis of field activities to gather evidence and support a review of social cohesion strategy and approaches

Facilitates and implements workshops with township and village tract administrations, village leaders, NGO implementing partners and community based organizations

Works in close support and partnership role with the international and national consultants, and with Yangon-based project management team.

Supports creation of partnerships with government counterparts and strategic partners focusing on achievement of the following results:

Develops relationships with township and state-level authorities, and government’s departments of the line ministries in the working area

Develops relationships with development organizations in and social cohesion related works

Represents UNDP in inter-agency coordination meetings and working groups.

Required Skills and Experience

Education:

University degree in development studies, public administration, social science, business, agriculture or other relevant discipline.

Masters‘ degree preferred

Experience:

Two years‘ experience with a bachelor’s degree (or less than two years with a master’s degree) in the implementation of community development, peacebuilding and/or social cohesion programmes and projects OR with Master Degree, in the relevant field of work

Demonstrated experience with interventions in dialogue, community consultation, mediation and dispute resolution

Experience in coordinating with a wide range of stakeholders including local communities, state and local government, civil society and UN/INGOs

Knowledge of delivering capacity-building programs for CSOs and government counterpart is an asset

Computer literacy - MS office applications, web-based management information systems

Demonstrated strength in interpersonal skills

Ability to work well in multi-disciplinary and multi-cultural teams

Work experience in Rakhine State strongly preferred

Strong verbal and writing competencies in English and local languages

Ability to listen, understand and speak local languages and dialects commonly spoken in northern Rakhine
