The position is assigned in the Office of the Director General (SEOD) within the Southeast Asia Department (SERD). The department covers operations in Brunei Darussalam, Cambodia, Indonesia, the Lao People’s Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste, and Viet Nam. SEOD provides overall support to the SERD management in terms of programming, portfolio management, results monitoring, and implementation of ADB’s long-term strategic framework to deliver projects that create economic and development impact in the region.

Job Purpose

The Associate Portfolio Officer assists in general administration, portfolio management, and project administration activities related to loans, grants, and technical assistance (TA) projects. The incumbent will report to designated international staff and senior national staff.

Responsibilities

Provide technical and analytical support in (i) managing and regularly updating SERD’s integrated portfolio performance database, and (ii) developing and maintaining the SERD Dashboard.

Assist in preparing integrated portfolio reports, management briefs, and data requests from other departments, including collecting and interpreting data and analyzing results.

Assist in setting and monitoring portfolio management milestones and targets and preparing consolidated reports on SERD’s portfolio performance.

Coordinate with PAU teams to facilitate achievement of SERD’s portfolio targets.

Assist quality assurance in project implementation and monitoring of all project administration tasks, including review of project administration-related documents, and ensuring quality and timeliness of deliverables, and client satisfaction.

Consolidate information across sector divisions and resident missions and ensure they meet SERD’s reporting requirements on portfolio data comprising loans, grants, and TAs.

Coordinate inputs from PAU teams to ensure data accuracy and consistency of project data inputs in e-Operations.

Assist in organizing departmental portfolio performance review meetings and PAU heads meetings and retreats and record meeting proceedings.

Coordinate and consolidate SERD’s portfolio inputs to (i) ADB annual reports, (ii) SERD’s work program and budget framework, (iii) Procurement, Portfolio and Financial Management Department’s reports for quarterly operation review meetings and quarterly portfolio update, (iv) development effectiveness briefs, (v) country briefing notes for annual meetings, (vi) Country Partnership Strategy and Country Operations Business Plans, (vii) budget review committee meetings, and (viii) other interdepartmental reports and documents.

Assist in organizing capacity building activities for internal and external clients.

Represent SERD in portfolio management-related working groups and participate in system enhancements tests and reviews, including coordinating such activities for participation of other SERD staff.

Perform other duties that may be assigned by the position’s immediate supervisor.

Qualifications

Relevant Experience & Requirements

Bachelor’s degree in in finance, business administration or related fields; preferably with advance training.

At least 6 years of relevant professional experience.

Knowledge and experience in project processing, project administration, data management and reporting, and general administration.

Ability to research, analyze and check data from external and internal sources, reconcile or explain inconsistencies and perform statistical calculations.

Ability to support on high value procurement and consultant recruitment.

Proficiency in database management method.

High level of proficiency in use of the Internet and standard computer applications

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
