Organizational Setting

The Office of Evaluation (OED) of the United Nations Food and Agriculture Organization (FAO) is conducting a final evaluation of a national project in Tajikistan financed by the European Commission. The project title is ‚Strengthening Institutions and Capacity of the Ministry of Agriculture and State Veterinary Inspection Service for Policy Formulation‘ (GCP/TAJ/013/EC) and is being implemented between January 2016 and December 2020.

This project aims to assist the Government of the Republic of Tajikistan in restarting the Agrarian Reform Programme 2012-2020 by addressing restructuring and capacity development (analytical and technical) in the Ministry of Agriculture, the Committee for Food Security and other government institutions, such as the Tajik Veterinary Association, the Tajik Agrarian University, the Agency on Statistics and the Agency on Hydrometeorology of the Republic of Tajikistan. The project goal is strengthened institutions and capacity in strategic decision-making, planning, regulation, quality control and management in the food and agriculture sectors, including livestock.

The project is structured around the following five outcomes :

Plans for the institutional reform of Ministry of Agriculture (MoA) are finalized, endorsed and implemented;
Selected Agrarian Reform and food security policies and regulations are formulated with active contribution of MoA staff through an inclusive participatory process;
Capacity of MoA is strengthened for analysis and technical competence;
Availability of quality agriculture and food security data is improved;
Private and public institutional and implementation capacities for delivering animal health services are strengthened.

The project’s activities should, among others, assist in :

Designing agriculture policies that are environmentally sustainable and gender sensitive;
Implementing cost-effective disease control strategies and surveillance systems, data gathering and analysis;
Developing capacity for communicating new policies and regulations within all levels of Government and to other stakeholders;
The formulation and dissemination of new policies and regulations; and

The adoption of results-based monitoring strategies in the field.

Reporting Lines

Consultants respond to the OED evaluation manager under the general responsibility of the Office of Evaluation (OED).

Technical Focus

The project evaluation manager will recruit a team composed of one evaluation team leader, as well as one team member based in Tajikistan. The team as a whole will be qualified in the following areas:

Evaluation, particularly evaluation of agricultural development projects;
Agriculture development, food security;
Veterinary services and animal health;
Policy dialogue and institutional capacity-building;
Results-based Monitoring systems, surveys, data-collection and analysis;
Tasks and responsibilities

The FAO Office of Evaluation (OED) will guide this evaluation. The evaluation team responsibilities are to:

Work in close collaboration with the OED Evaluation manager responsible for this evaluation;
Review relevant background documentation made available by OED;
Contribute to/apply the methodology described in the evaluation Terms of Reference together with the project team (e.g. Theory of Change analysis);
Preparation of the data-collection design, including the agenda, (remote) data-collection tools, questionnaires, check-lists and interview protocols as appropriate;
Conduct the evaluation: Work from home and travel to selected project sites within Tajikistan (COVID-19 restrictions permitting) as part of this assignment;
Lead or participate (depending on job title) in the collection and analysis of primary and secondary data by the evaluation team through, inter alia, key informant interviews and focus group discussions (face to face or virtual) with e.g. FAO concerned officers in HQ and the decentralized offices, the targeted Government institutions, the local FAO Representation, external partners, project teams and beneficiaries as appropriate;
Participate and present in briefing and debriefing meetings, discussions and field visits, with the evaluation team and relevant stakeholders;
Prepare the inception report (incl. evaluation matrix, theory of change and evaluation tools) and evaluation report (both products by the team leader) and contribute to the evaluation with written inputs (team member).

Expected timeframe

The evaluation exercise is expected to take place between September - December 2020; the data-collection is expected to start early October.


Minimum Requirements

University degree in agro-economics, economics, policy analysis, development studies, animal health or another related field;
A minimum of 5 years of relevant experience in evaluation, preferably of agricultural development / food security / institutional development projects and/or programs;
Working knowledge of English that is the language through which all the evaluation communication, documents and reports are expected. Limited knowledge of one of the other official languages of FAO in the case of COF.REG.

Extent and relevance of experience in project evaluation;
Experience in evaluating projects at field level and facilitating evaluation processes. In particular, good capacity to carry out key informant interviews with both government level and field level stakeholders, conduct focus group discussions, use participatory evaluation techniques and construct a theory of change;
Extent and relevance of experience in agricultural development, food security, veterinary services and animal health;
Extent and relevance of experience in institutional capacity building and related support to policy development and reform processes in agricultural development / veterinary services / animal health;
Work experience in Tajikistan.

Additional Selection Criteria

The evaluation team members must be independent from both the formulation and implementation of the project. Therefore, applications will not be considered from evaluators who have had any direct involvement with the design or implementation of the project. Any previous association with the project, the executing partners, and other partners/stakeholders must be disclosed in the application.
