Organizational Setting

FAO’s approach to development assistance in Mindanao focuses on supporting the rehabilitation of agriculture and fisheries-based livelihoods, accelerating agriculture-based enterprises and increasing access to sustainable energy, and resilience to risk in municipalities affected by natural disasters and conflict. FAO interventions will include, among others:

Introduction of various productivity enhancing technologies to improve household incomes and promote sustainable agricultural practices.

Technical assistance to government in reviewing existing policies that promote equitable agribusiness venture arrangements between farmers and agribusiness firms and capacity building activities for farmers that are anchored on the value chain approach.

Capacity building on enterprise development and agribusiness that will allow farmers, fisherfolk and local government units to maximize potential market opportunities.

Restoring and increasing the productivity of agriculture and fisheries-based livelihoods of smallholder farmers and marginalized fishers, decommissioned Moro Islamic Liberation Front (MILF) combatants and their families

Enhancing the competitiveness of farm households, particularly women, to establish and manage microenterprises

Facilitating the establishment of agribusiness enterprises with production-market contract agreements or similar arrangements

Reporting Lines

The Farming Systems Specialist will be under the overall guidance of the FAO Representative, supervision of the Assistant FAO Representative for Programme and guidance of the Team Leader of the Mindanao and Emergency Response and Preparedness Group (natural and human-induced).

Technical Focus

FAO has been implementing various projects in Mindanao which are guided by the FAO Mindanao Strategic Programme for Agriculture/Agribusiness (MSPAA). One of the projects being implemented in Mindanao funded by FAO is the project entitled ‚ Technical Support in Enhancing Climate Resilient Agriculture in Vulnerable Communities in the Bangsamoro ‚. The overall objective of the Project is to enhance the technical capacities of provincial and municipal agricultural personnel and farmers on resilient farming systems/climate resilient agriculture in Maguindanao province, Bangsamoro Autonomous Region in Muslim Mindanao upgraded.

Tasks and responsibilities

The Farming Systems Specialist shall perform the following responsibilities:

Conduct community consultations on appropriate varieties of crops preferred by farmers and determine vulnerabilities to natural hazards due to climate change;
Collate/identify climate smart/climate resilient agriculture practices that would (i) guide the identification of appropriate inputs and (ii) form a backbone of the Climate Smart Agriculture/ Climate Smart Farmer/ Business Field School design and training.

Participate in the dialogue on DRR/CCA and agriculture interfaces and vulnerability/risk assistant that inform the Disaster Risk Reduction (DRR)/Climate Change Adaptation (CCA) plan of action

Establish an input distribution plan covering the whole duration of the project, in line with the cropping season and within the framework of building resilient farming and rural livelihoods of target beneficiaries;
Formulate detailed criteria for selection of pilot priority project areas and farmer-beneficiaries;
Prepare the technical specification of agricultural inputs for technical clearance;
Monitor the distribution and use of the agricultural inputs and ensure proper use;
Prepare Training Plan and Activity Design Documents of capacity building related to building resilient farming systems through Climate Smart Agriculture (e.g. Climate Smart Farmer Field School, Climate Smart Farm Business School);
Serve as resource person in the conduct of training of trainers on building resilient farming systems, Climate Smart FFS, Farm Business School, etc.

Prepare and submit progress reports mentioning activities undertaken (e.g. actual purchases made, number of hectares planted with FAO inputs, list of beneficiaries in each municipality, problems encountered if any, etc.);
Prepare and submit an end-of-assignment report in English according to FAO’s guidelines;
Ensure external representation of FAO in relevant sectors/working groups where it has comparative advantage through establishing close coordination with the relevant government entities, other UN agencies, regional and local officials of line agencies directly concerned with the peace building effort in BARMM;

Participate in technical and sectoral meetings and working groups involving non-government organizations (NGOs) and all inter-governmental institutions, in particular, in the agriculture and livelihoods working groups/clusters.

Perform other tasks that may be assigned by the FAO Representative.

Minimum Requirements

The candidate must have a University Degree in Agronomy, Horticulture, Soil Science or Agricultural Science with complementary knowledge in agricultural development planning;
The candidate should have at least five (5) years practical experience in the implementation of projects on crop production at the field level;
A national of the Philippines.
