Background

OSCE Mission to Montenegro is seeking for highly qualified, motivated and experienced candidates for the position of National Political Officer at the Office of Head of Mission. Please note that this vacancy is open to the nationals, or holders of permanent residence permit, of Montenegro.

Tasks and Responsibilities

Under the supervision of the Political Officer, the incumbent carries out the following duties:

Prepares policy notes and briefing papers, advising on any issues, which require a response or action by the Mission. Provides background material and biographical notes for meetings of senior management with external interlocutors;Liaises with the authorities, political parties and NGO’s on issues relevant to the mandate of the Mission. Attends events and meeting organized by the authorities/institutions, political parties and NGO’s as well as regional and local organizations/associations; Drafts regular written reports as required by the Secretariat including Mission Activity Reports, background reports and spot reports; When required, prepares and edits public statements, press releases, speeches and talking points, ensuring relevant information is provided by the relevant Programmes;Follows national political developments, in particular those that may have implications to the work of the Mission, and for these purposes maintain contacts with relevant interlocutors including leaders of political parties. Follows up on media stories with the focus on events and developments relevant for the Mission;Organize incoming and outgoing official visits, prepares background and other relevant information for these visits, accompanies visitors to meetings as required, as well as follows up on activities that may be agreed in the course of the visits. Supports all other Mission visits as appropriate, manages agendas and itineraries during these visits, prepares background and other relevant information related to the visit;Performs other duties as required, including interpretation and translation as directed.

Necessary Qualifications

First level university degree in Political Science or Social Science related subject;
Minimum of two years professional experience with political structures, government and/or international organizations;
Knowledge of regional political history and developments;
Ability to analyse and interpret research data and to present findings and conclusions;
Ease of communication with representatives of members of various administrative structures and political parties;
Demonstrable record of impartiality in public life;
Administrative skills to organize meetings, conferences and seminars;
Excellent oral and written communication skills in English and local language;
Computer literate with practical experience with Microsoft packages and applications;
Familiarity with the OSCE principles and activities;

Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity;
Holder of a valid driving license.

Remuneration Package

Monthly remuneration, subject to social security deductions, is EUR 1,810.08. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
