Within the Executive Directorate, working closely with business partners, the Digital, Knowledge and Information Service (EXD/DKI) designs and provides secure digital solutions, IT and information management services and the technologies to deliver efficient corporate services, meet business partners‘ needs and to support and enhance the OECD’s global role in building knowledge, communicating with the world and interacting with governments to inform and influence policy-making.
The Development and Operations Division (EXD/DKI/DOD) brings together development and infrastructure operations managed by EXD/DKI to accelerate development cycles and increase the robustness and security of software releases through agility, standardisation and the consolidated lifecycle management of applications and IT infrastructure.
We are looking for a Systems Engineer to join the Cloud and Infrastructure Management team (CIM). The Engineer is responsible for the technical design, testing, implementation and maintenance of the corporate desktop park or server infrastructure. Reporting to a Team Lead, this person will have strong technical skills complemented by good written and verbal communications skills, interpersonal skills andrigour.
Manage and update a park of approximately 4000 Windows 10 desktops or 1000 Windows Servers, with versions ranging from 2012 to 2019.
Design, test, implement and assure the continuous, timely evolution of the Organisation’s standard desktop or server infrastructure in compliance with OECD technical and security standards and industry methodologies.
Lead a team to deliver business objectives on time and budget.
Liaise with other IT teams, stakeholders and vendors as applicable; contribute to systems engineering governance and continual improvement.
Evaluate relevant new technologies and hardware, analyse their business benefit, conduct cost/benefit analysis, draft evidence-based recommendations for their adoption when this would make good business sense.
Participate in preparing Calls for Tender and assess technical bids as required to deliver fit for purpose, cost-effective contracts.
Analysis, Reporting and Support
Analyse functional specifications prepared by others to identify and propose optimal, sustainable technical solutions.
Prepare effort and work breakdown estimates for efficient resource management planning.
Provide and maintain desktop/systems technical documentation.
Monitor and analyse user behaviour and system performance to gauge and report on health, usage and overall compliance of the standard desktop and server environment.
Troubleshoot desktop/systems issues; provide 3rd level support and co-ordinate third-party interventions.
Prepare and deliver operational presentations/demonstrations for peer-groups and management as required.
Ideal Candidate Profile
A university degree in the field of IT, Computer Science or a related field
Tags active directory architect computer science information management management services new technologies server administration systems engineering windows server
Relevant industry Certification.
At least 2 years‘ experience managing an enterprise desktop park.
3 to 5 years‘ general systems engineering experience.
Professional experience in an Agile team environment, assigning and managing 3rd party work.
Experience contributing to the technical design of complex solutions. Experience taking part in the technical design and implementation of secure IT architectures and security best practices would be an advantage.
Professional experience requiring strong client focus and communications skills and incident management.
ITIL foundation certification would be an advantage.
Experience working in a multicultural environment would be preferable.
PowerShell, SSCM, Intune, Windows Update Service, SCOM, Windows Active Directory (notably GPO management)
Windows Server administration and deployment
Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
Knowledge of other languages would be an asset.

Three-year fixed term appointment, with the possibility of renewal.
What the OECD offers
Monthly base salary starting from 4,797 EUR, plus allowances based on eligibility, exempt of French income tax.
