BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
As WFP continues to enhance its role in the humanitarian community, the role of Finance is expanding and evolving.
FIN, the global leaders for the Finance Function, serves a quintessential role in the process of building the capacity of, and providing dynamic support to, WFP’s Finance community at large. In the past years, and with the introduction of the Finance 2024 strategy as well as the increase WFPs Cash-Based Transfers activities, coupled with new financial management processes like Blockchain, the Invoice Tracking System (ITS) and the Bank Communication Manager (BCM), the expertise of our Finance colleagues has become more critical to the success of WFPs operations. And with the recent strategy aims at transforming the role of the Finance function within WFP.
With that, a strategic Change Management strategy that puts the field first and enables our colleagues to drive the Finance 2024 strategy forward is critical to the successful transformation of the worldwide function. This strategy’s success is also dependent on a cohesive and comprehensible strategic communications material.
With that a Communication & Change Management Officer is required to lead or oversee all Change Management & Communication activities for Finance function.
The communication & change management officer will play a key role in ensuring Finance projects (change initiatives) meet objectives on time and on budget by increasing employee adoption and usage. This will be achieved by acting as lead coordinator of the FIN communications team, leveraging key experience & exposure to the global finance community - as well as the trust they have built in this person.
This person will focus on the people side of change, including conceptualizing impactful approaches to proposed changes to business processes, systems and technology, job roles and organization structures.
Under direct supervision of the Deputy Director of Finance and Treasury Division & FINF Chief, the Communication & Change Management Officer will have the following responsibilities.
Act as lead coordinators for all Finance Communication & Change management activities
Ensure any new activity within FIN is implemented following an integrated change management approach, embedding change in a consistent manner from vision to tasks
In liaison with staff coordinator, act as focal point for Regional Bureaus and Country Offices for capacity building and people strategy
Lead the FIN knowledge management, reporting & communication focal point team
Ensuring all comms products reflect corporate guidelines and standards
Act as liaison between FIN & C@M division
Lead the delivery of the key strategic outputs outlined in the FIN Communication Strategy
Lead the development of the FIN Change Management Strategy to effectively support the operationalization of the Finance 2024 strategy
Identifying Country Offices to Ideate and drive Finance 2024 change from the field up.
Lead partnership with TEC colleagues to launch a global finance & tec strategy to ensure the global finance community is actively and effectively utilizing TEC tools and systems
As a means of embedding change, the CMO will provide key support to regions & branches on key activities, as well as Orientation & Global Finance meetings.

With the CFO Review, CMO will identify opportunities to seamlessly integrate newly embedded functions into the Corporate Finance Division.
Identify needs in relation to communications, L&D & Change Management
QUALIFICATIONS AND EXPERIENCE REQUIRED:
A degree in Communication, Business Administration, Finance or a related field.
At least 8 years of professional experience in strategy development & implementation. Experience in collaborating with multicultural workforce, effective writing and using material publication software, video production, website management and developing material such as brochures, posters, videos, presentations for internal and external use.
Experience in supporting the conceptualization, coordination and communications surrounding strategic communication & change management initiatives and learning journeys and liaise with key stakeholders for information aggregation;
Knowledge & Skills:
Communication Skill Set & extensive experience
Strategic Analysis and Planning
Knowing Change Management Principles and Best Practices
Fluency in English language; knowledge of another UN language
