The position is located in the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia (DWT/CO-Moscow), work unit in the Regional Office (RO) for Europe and Central Asia (RO-EUROPE).

DWT/CO-Moscow provides overall technical support for the preparation, implementation, monitoring and evaluation of Decent Work Agenda in Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Russian Federation, Tajikistan, Turkmenistan and Uzbekistan.

Within the DWT/CO-Moscow team, the Technical officer on Enterprise Development will be responsible for providing technical assistance on enterprise development in the countries covered by three Regular Budget Supplementary Allocations (RBSA) related to enterprise development (Country Programme Outcomes: GEO126, ARM154 and KGZ128), and will ensure knowledge-sharing on sustainable enterprise development beyond the sub region covered by DWT/CO-Moscow throughout the EUROPE region and the global ILO Enterprise team. The scope of work covers the main areas of intervention of the ILO on enabling environment for resilient and sustainable enterprises development, in the post COVID-19 crisis and recovery, including entrepreneurship education and training, value chain, SME productivity and working conditions.

The incumbent will be supervised by the Senior Specialist in Employers‘ Activities of DWT/CO-Moscow and work under technical guidance of the ENTERPRISES department in ILO Headquarters. They will work in close cooperation with other specialists in the DWT/CO team in Moscow. The Director of DWT/CO-Moscow is the Responsible Chief of the position.

Description of Duties

Assist in the implementation of the project on ‚Increased capacity of constituents to create sustainable and competitive enterprises that are resilient to crisis and provide decent work and an enabling environment conducive for businesses‘ in Georgia, Armenia and Kyrgyzstan by providing technical inputs, planning, monitoring and evaluation of project activities. Ensure conformity with ILO policies and project strategies, ILO programming guidelines and country action/programs, and Office procedures and practices.

Align efforts under EESE with the activities of DWT/CO-Moscow’s Senior Specialists in Employers‘ Activities and in Workers‘ Activities and identify potential synergies with development cooperation programmes.

Provide technical support to ILO constituents and other stakeholders as relevant on strategies to promote decent work through enterprise development and contribution of private sector to development in line with the ILO sustainable enterprise development strategy.

Conduct research and integrate technical inputs for sub-regional and country analyses, reports and publications related to project.

Initiate and coordinate technical work at a country level including the analysis of data, statistics, normative frameworks and national policies, in line with planned RBSA interventions.

Prepare inputs for development cooperation programme/project proposals and contribute to resource mobilization as necessary.

Prepare working papers and articles on aspects of the ILO sustainable enterprise development, including in the context of COVID-19 crisis recovery. Disseminate information on programmes/projects through publications, press releases and other means of communication.

Participate in and/or represent the ILO in tripartite meetings and conferences at the national, regional, international levels as well as in awareness raising events.

Support capacity-building for national constituents; promote and ensure knowledge sharing at the national and sub-regional levels.

Required qualifications


Advanced university degree in economics, business administration or related social sciences.


Five years of relevant professional experience in the field of private sector and SME development, enabling environment, business linkages, public-private dialogues, including three years at the international level. Professional experience in developing and implementing development cooperation projects and resource mobilization is an advantage.


Excellent command of English. Knowledge of Russian will be an advantage.


In addition to the ILO core competencies, this position requires:

Ability to provide technical advice and to guide and coordinate the work of external collaborators, general service staff and young professionals in the area of specialization;
Ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field;
Ability to formulate new concepts and methodologies;
Ability to draft reports and prepare guidelines relating to programme development and implementation and ability to provide technical support to senior specialists carrying out research, project formulation and implementation;
Ability to participate effectively in technical missions and to provide technical inputs for the ILO Decent Work Agenda;
Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques;
Good computer skills;
Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required;
Good negotiating skills;
Ability to prioritize work;
Ability to work in a team and capacity to work on own initiative.

Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
