Organizational Setting

The Director General’s Office (DGO) provides leadership and coordination for all IAEA activities at the executive level for meeting Member States‘ needs, and achieving a one-house approach and a results-based management.

The Office for Public Information and Communication provides objective, accurate and timely information about the IAEA and nuclear developments that fosters public understanding of the IAEA’s global roles. It also provides advice to the Director General on relations with the media and organizes press briefings. The Office coordinates the communication activities for the rest of the house and assists in the media aspects of major IAEA events and conferences.

The Web, Digital Media and Public Information Materials Section has corporate responsibility for the editorial management, creation and development of information products with a particular focus on the web, digital media, internal communications and cross-departmental promotional material.

Main Purpose

The IAEA’s Office of Public Information (OPIC) is seeking the services of a consultant to assist in the process of developing generic layouts and working HTML/CSS/JavaScript prototypes for the Agency’s internal and external websites outside and running on systems different from Drupal, such as Nucleus.

The Consultant will be working under the supervision of the Web Manager, Web, Digital Media and Public Information Materials Section.

Functions / Key Results Expected

In line with the overall goals of the web project, the consultant will:

Conduct a thorough review of the specialized internal and external IAEA web properties outside of and needs assessment with respect to templates and layouts;Develop generic layouts wireframes as a first step;Develop working, responsive HTML/CSS/JavaScript prototypes based on Bootstrap framework. These prototypes should be optimized to work on all platforms, across all browsers and all devices;Write principles and guidelines for the development of ad hoc layouts that may be required later on.

Qualifications and Experience

University degree in Information Technology or similar.

Minimum 5 years‘ of work related experience as a front-end web developer.

Advanced knowledge of web usability principles, trends and best practices;
Advanced knowledge of user interface principles and experience in their application on designing user interfaces for web sites;
Advanced understanding of HTML, CSS, JavaScript, as well as web design;
Proficiency using wireframe development tools;
Desirable: Familiarity with Drupal and its building blocks;
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) an asset.


The remuneration for this consultancy is a daily fee of up to a maximum of  300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
