Career and succession management are key components in ensuring that UNDP builds talent pipelines for critical roles with entry points at various levels; that personnel are deployed strategically; and that personnel are provided with an unparalleled career experience, including the possibility of a selection for Country Office leadership.

In this context, and under the direct supervision of Chief, Career and Succession Management Unit, the HR Specialist is entrusted with providing substantive and strategic support on the following:

Design and management of UNDP’s strategic career and succession management;
Provision of technical advice / advocacy for enhanced staff mobility;
Management of succession management mechanisms and coordination of assessment programmes / practices;
Support to senior recruitment.

Regarding support to senior recruitment, the HR specialist may be required to work directly with the Director, BMS/OHR, as well as with the Executive Office of the Administrator.

Duties and Responsibilities

Advisory services on succession management

Provides advice to OHR management, CO and HQ management and staff on Mobility policy and succession management.

Provides inputs to drafting policies and procedures related to succession management and mobility.

Develops guidance materials for UNDP supervisors and HR staff on mobility processes; prepares and conducts webinars, trainings, briefings as needed.

Organizes and supports Corporate Assessments.

Support to Managing the Annual Rotation Exercise

Under the direction of Chief, Career and Succession management, manages the work planning, budget and implementation of the Annual Rotation Exercise.

Manages the publishing of vacancy catalogs and Annual Rotation Exercise processes in collaboration with Directorate, ExO, BP team, CRU and provides advice to management and staff.

Supports management of candidate pools.

Support to senior recruitment

Supports senior recruitment in collaboration with hiring managers.

Ensures all senior recruitment protocols are followed and implemented in a timely manner.

Ensures the approval process of senior recruitment, supports scheduling of interviews, communication with candidates and hiring Bureaux; and drafts offers for Chief to approve.

Provides support/inputs to nomination for RC vacancies, RC assessments and maintenance of RC pool (UNDP candidates). Advisory Services on career management

Provides advice to OHR management, CO and HQ management and staff on career management.

Provides inputs to drafting policies and procedures related to career management.

Develops guidance materials for UNDP supervisors and HR staff on career management; prepares and conducts webinars, trainings, briefings as needed.

Knowledge Management and Operations

Keeps up-to-date knowledge of trends and best practices on career and succession management in both the public and private sectors.

Shares knowledge using practice networks, briefings, intranet, reports on career and succession management practices.

Prepares reports and training tools on trends and incorporates succession management innovations into UNDP as required to be shared with senior management.

Required Skills and Experience

Education:

Master’s Degree in Business or Public Administration, Organization

Psychology, Psychology, Human Resource Management, Education, Information Management, Organizational Development or other related fields.

Or Bachelors‘ degree with two additional years of relevant work experience.

Experience:

Minimum 5 years of relevant experience in Human Resources Management most of which should be at the managerial level in either public or private sector international organizations.

Expertise and experience in career and succession management as well as senior recruitment required.

Expertise should also include familiarity with people analytics, assessment methodologies, policy drafting and performance management systems.

Language Requirements:

Fluency in English. Second UN language highly desirable.
