UNICEF in Vientiane, Lao PDR is looking for Individual Consultancy: Child Protection Consultant. The duration of this assignment is 11.5 months, starting from 15 October 2020 to 14 September 2021. The primary work location is work in Vientiane Capital City, Lao PDR. Remote working will be allowed based on the situation of COVID-19 and in consideration of flexible working methods allowed as per the UNICEF rules and regulations. Regular programme visits and participation to coordination meetings at sub-national levels, including but not limited to ATP province, will take place based on the request of the Government, UNICEF and donors.
Summary of key functions/accountabilities:
Under the supervision of the Chief Child Protection, the Child Protection Consultant will have key accountabilities, duties and task are as follows:
Provide technical guidance to the Department of Social Welfare of the Ministry of Labour and Social Welfare in finalizing and implementing the national social service workforce development strategy as well as piloting the child protection system model in Attapeu Province in collaboration with Attapeu Provincial authorities and UNICEF’s CSO partner Friends International.
Draft proposals in the field of social service workforce development, child protection system strengthening, alternative care and child protection in emergency.
Provide technical support to programmatic interventions and capacity building, operationalization and professionalization of social workers in Lao PDR by partnering with the Ministry of Labour and Social Welfare, Lao Women’s Union and the National University of Laos.
Manage the Integrated Programme for Climate Resilience and Empowerment of Attapeu Province Child Protection.
Collaborate with other sectors to mainstream child protection, including Health, Education and Social Protection.
Make regular programme monitoring visits and emergency visits to programme/project sites, including Attapeu Province.
Participate regular coordination meetings, including but not limited to KOICA-MOLSW steering/technical committee meetings, Committee of Protection and Assistance for Children (CPAC) meetings at various levels and emergency clusters.
Provide supports to the development of national alternative care guidelines in line with the national vision towards child protection system strengthening.
Promote innovation, document lessons learned and showcase UNICEF Lao PDR’s work on social service workforce development, alternative care and CPiE, including writing articles and presenting to a wider range of audiences.
Ensure timely management of the budget of the child protection COVID-19 projects in line with the UNICEF rules and regulations and agreement with donors.
Write regular updates and donor reports, including for KOICA and COVID-19 emergency funding, and maintain donor relations for child protection.
Ensure regular reporting on current emergency response (COVID-19 and non-COVID19 related including natural disasters). This will include child protection situation reports and humanitarian performance management (HPM).
Participate regional COVID-19 coordination calls and UNICEF Laos Office Emergency Preparedness and Response (EPR) committee representing the child protection team.
Develop inputs to country programme development, annual review and other related reporting requirements.

Qualifications and Experience
Advanced University Degree in Social Sciences, Humanities, Development Studies, International Relations or related.

Five years progressively responsible work experience in child protection and social development.
Familiarity with Lao social and cultural context for child protection at national and local level is an asset.
Experience working in a developing country in EAPRO with sound knowledge on ASEAN mechanism
Relevant experience in programme management in child protection related areas in a UN system agency or international organization.
Experience in both development and humanitarian contexts.
Proven previous experience in writing high quality project proposals and reports.
Knowledge and Skills
Solid knowledge of the social, political and cultural context of Lao PDR and experiences in working in Lao PDR.
Ability to produce high quality write ups efficiently with excellent writing skills in English
Strong knowledge and skills using MS Office (Word, Excel, PowerPoint) and SharePoint.

Financial proposal: All-inclusive lump-sum cost including professional cost, travel and accommodation cost for this assignment as per work assignment.

A two-stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.
Applications shall therefore contain the following required documentation:
Technical Proposal, including a cover letter, updated CV, and copies of two latest performance evaluations.
2. Financial Proposal: Lump-sum offer with the cost breakdown: Consultancy fee, travel costs (economy class) to VTE, per-diem to cover lodging, meals, and any other cost related to the consultant’s stay in Vientiane. The travel shall be based on the most direct and economy fare. Travel to provinces are required and the cost be covered by UNICEF as per UNICEF rules and regulations.
No financial information should be contained in the technical proposal.
For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment: a) Technical Qualification (max. 100 points) weight 70 %
Advanced education degree. (30 points)
Five years of experience in child protection and social development (40 points)
Knowledge of socioeconomic and child protection context in Lao PDR (30 points)
b) Financial Proposal (max. 100 points) weight 30 %
The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation.
The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
