Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

The Division of Concepts and Planning (SGCP) is responsible for strategic planning, the development and promotion of safeguards concepts and policy, the coordination of research and development activities, the implementation of the quality management system of the Department, and the provision and development of training.

The Section for Training, one of four sections in the Division of Concepts and Planning, is responsible for the development, coordination and provision of safeguards related training for the Department and for personnel of Member States in relation to their obligations under safeguards agreements with the IAEA. The principal functions and responsibilities of the Section include the organization and implementation of the training of safeguards staff and Member State personnel; the preparation, coordination and maintenance of documentation required for training; and the maintenance of training facilities.

Main Purpose

The Safeguards Training E-learning Consultant will provide technical expertise and development services to assist in the ongoing initiative to produce an online training package on various components of IAEA Safeguards. The Consultant will consolidate inputs received from technical staff and Safeguards Training Officers responsible for revising and expanding the technical content of the training.

Functions / Key Results Expected

The consultant shall undertake the following:

Review and become familiar with the existing material/storyboards/online training package;
Design training courses and training materials in electronic and printed formats, including the production of SCORM compliant e-learning modules and HQ video tutorials;Create modules split into linked individual training activities and configure for implementation in the Agency Moodle-based Learning Management System (LMS - CLP4NET);Work with the Training Officer and/or technical staff to incorporate new and revised material into the modules;Define and incorporate images,videos and animations to be incorporated into on-line training;Propose and implement improvements and enrichments to workflow, logical structure and instructional design for the Agency LMS;Discuss and coordinate the review and implementation phase of online courses and/or training materials with technical staff and the management team in the Safeguards Training Section;Liaise with the Agency LMS

CLP4NET team, compile and finalize e-learning projects,working with the Training Officers in the section;Provide training to the staff in the Section on CLP4NET,and e-learning development to build capacity.

Qualifications and Experience

University degree in e-learning, training, communications, business administration, international relations, liberal arts or other related fields;
A minimum of three years‘ professional experience in training or teaching, of which at least two years devoted to development of online courses or e-learning;
Tags information management instructional design international relations knowledge management nuclear fuel cycle online learning quality management research and development subsistence allowance

P ractical experience with online platforms, in particular online training courses, in/for governmental and non-governmental institutions;
Practical experience with using Articulate Storyline or a similar authoring software tool;
Practical experience with creating interactive courses and hosting them on online learning management systems is required; experience with Moodle is an asset;
Experience in working with international organizations on knowledge management products is an asset;
Experience in working on nuclear-related issues and/or for scientific organizations is an asset;
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


The remuneration for this consultancy is a daily fee of up to a maximum of  250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
