Background

Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 20 working days.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Gender Section of the Office of the Secretary General (OSG) supports the efforts of the OSCE Secretary General to promote a continuous and sustainable gender mainstreaming process across the Organization and the full implementation of the 2004 Action Plan for the Promotion of Gender Equality, as well as other gender-related commitments undertaken by the OSCE participating States. It assists and advises the OSCE structures in the implementation of the Action Plan by providing technical assistance for the mainstreaming of gender in all activities, policies, programmes and projects.

The OSCE’s new multi-year, comprehensive programme ‚WIN - Women and Men Innovating and Networking for Gender Equality‘ will advance gender equality as a necessary prerequisite for achieving and maintaining stable, prosperous and peaceful societies in the OSCE area. The programme aims to accelerate the implementation of the OSCE 2004 Action Plan for the Promotion of Gender Equality and the Women, Peace and Security Agenda. It will do this by developing sustainable capacity in the area of gender equality and comprehensive security in selected participating States in close coordination and cooperation with OSCE Office for Democratic Institutions and Human Rights (ODIHR) and other Executive Structures. Moreover, it will contribute to transforming harmful social norms, unequal power relations, traditional attitudes and behaviours of decision makers in favour of gender equality; strengthening women’s networks and networks of man supporting gender equality; and empowering women to fully participate in conflict prevention.

This will be achieved through developing high-quality evidence on the nexus of gender and security and will focus on the women, peace and security agenda, the economic and environmental dimension and combating violence against women and girls (VAWG) with the aim of positively changing policy and practice in participating States. The Programme will strengthen existing and create new networks of female and male gender advocates in governments and civil society in order to foster and enhance an inclusive dialogue in the OSCE region, including in mediation efforts. Finally, the Programme will increase participation of women in peace and development processes at all levels.

Tasks and Responsibilities

The OSCE Gender Section is looking to recruit an expert for developing strategies including research plans to generate and disseminate new knowledge on the nexus of gender equality and comprehensive security in the OSCE region in several areas (economic and environmental field, the politico-military field, Elimination of violence against women and girls) and on particular on themes, such as, mentoring, networks, innovative tools and evidence. The expert will work under the direct guidance of the WIN Manager and in close co-operation and co-ordination with the Senior Gender Adviser, the Senior Co-ordination Adviser and Gender Advisers. The expert will be designing, developing and drafting in close cooperation with the WIN Manager and the Gender Section:

Strategy document for the development of capacity and knowledge sharing platform(s) with the existing technical pre-conditions (covering three years, milestones, possible internal and external partners/service providers); Strategy document for mapping the existing OSCE mentoring projects, their lessons learned and the development of new mentoring networks; Strategy document for the mapping of research and generating new knowledge on the nexus of gender equality and comprehensive security in the OSCE region (covering three years, milestones, possible partners/service providers); Three shorter strategy documents for practical research in three OSCE’s dimensions (Politico-Military, Economic and Environmental and Human Dimension - covering 1-2 years, milestones, possible partners/service providers).

The expert will also be supporting the development of Terms of Reference, Tenders and Implementing Partner Agreements.

Deliverables:

November 2020: First draft outline of the 4 strategy documents for review by Gender Section (5 days)

December 2020: Final versions of the 4 strategy documents (10 days)

January 2021: Supporting with the drafting of ToRs, tenders and Implementing Partner agreements (5 days)

Necessary Qualifications

Second-level university degree in gender studies, social or political sciences or related field;
At least six years of professional experience in the area of knowledge management and applied/practical research, with demonstrated experience in the area of gender equality;
Proven experience in drafting and developing research plans and knowledge management strategies;
Good knowledge of existing practices in the field of knowledge management and applied practical research;
Professional fluency in English including excellent drafting and editing skills;
Experience working with international or regional organizations, experience with OSCE would be an asset;
Knowledge/Experience with working in South East Europe, Eastern Europe and Central Asia would be an asset;
Good communication skills, initiative and problem solving skills;
Computer literacy with knowledge of the Microsoft Office package;

Remuneration Package

Remuneration will depend on the selected consultants/experts qualifications and experience and in accordance with the OSCE established rates.
