I. Background

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.

UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide. It works globally to make the vision of the Sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life, focusing on four strategic priorities:

Women lead, participate in and benefit equally from governance systems

Women have income security, decent work and economic autonomy

All women and girls live a life free from all forms of violence

Women and girls contribute to and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and humanitarian action

UN Women also coordinates and promotes the UN system’s work in advancing gender equality, and in all deliberations and agreements linked to the 2030 Agenda. The entity works to position gender equality as fundamental to the Sustainable Development Goals, and a more inclusive world.

In this context, visibility to provide public information and promote UN Women is key and support for photographic coverage is needed. UN Women Regional Office for Asia and the Pacific seeks to hire ten (10) Consultants both national and international as photographers. The successful candidates will be offered retainer type of contract [1] for minimum of one-year-period.

Duties and Responsibilities

II. Duties and Responsibilities

The Consultant will work under the supervision of Regional Communications Specialist with matrix management of Programme Management Specialists and under technical guidance of the Photo Editor in New York.

The Consultant will provide photographic coverage, in digital original, of UN Women activities and events, as assigned and directed by the hiring unit and regional communications focal points. Consultant will undertake photo editing work, including image optimization and caption writing, as requested. When assigned, the Consultant will work with within the Asia and the Pacific Region to visit project sites, cover high level events/activities and other coverage. The main activities of the consultancy will include, but not be limited to, events and coverage at the national level in Thailand; and may include assignment to support activities at the regional and international level.

Key duties and responsibilities:

Abide by the UN Women Photo Policy and Guidelines and be aware of communications objectives for the assignment(s)

Undertake Photographic coverage of UN Women events, programmes and other assignments, and successfully capture and emotionally express the core elements of the situation assigned for coverage;
Provide within said coverage a variety of visual perspectives, as appropriate (close-up, medium range, long distance, vertical, horizontal);
Ensure images are technically good (properly framed, exposed, and optimized);
Supply all photographic equipment necessary for the assigned coverage, as determined in consultation with the Supervisor (e.g. professional digital camera, lenses and accessories);
Provide full take of images from assignments as well as edited, optimized selections of best images with complete caption information;
Provide complete caption information embedded in the photo metadata with appropriate background information.

UN Women will provide the following support to the consultant:

Briefing and detailed explanation of the kind of photos needed and help in defining the best contents of photos for different purposes;
Programme information and editorial guidance to the Consultant to enable him/her to understand the Deliverables required and generate captions to embed in the photographs;
Assistance in acquiring access to specific locations in the form of a letter confirming that the consultant is on an assignment commissioned by UN Women.

A UN Women country office staff member to accompany the Consultant to the selected project site.

UN Women acknowledges that the Consultant has the right to be credited and that their name should accompany all originals and reproductions of their work.

III. Final products and deliverables

For event coverage, the Consultant is expected to deliver images during or upon immediate conclusion of the event. Programme or other coverage will be delivered by a date agreed to in advance. Delivered images must be optimized and captioned and ready for use on UN Women platforms.

Consultant will be required to:

Deliver via storage device or link for download an optimized edit of of select images from each assignment within a deadline agreed to before the assignment. In addition, a full take of all the original images should be delivered following the assignment(s);
Deliver images at highest camera resolution as jpeg or raw files (minimum requirement: 300 dpi at 8 x 10 inches)

Incorporate caption information into the metadata of all delivered images via Adobe Bridge, Adobe Lightroom, Photo Mechanic or other photo application/software, including names of participants and businesses/projects; city/town/village/district; country; date; and other information relevant to UN Women’s work as instructed;
Include Consultant’s photo credit in the image metadata using the following credit format: ‚Photo: UN Women/ Photographer First Name Last Name‘;
Warranties, Consent, and Intellectual Property:

The Consultant represents and warrants that he/she has not, and undertakes that he/she shall not, infringe any third-party intellectual property rights in performing any activities pursuant to the Contract. The Consultant represents and warrants that that he/she shall perform the activities pursuant to the UN Women Photo Policy and Guidelines including obtaining written consent when required, including from survivors of violence and from the legal guardian/s of children under 18 years of age (mandatory use of UN Women consent form within the UN Women Photo Policy and Guidelines.

The Consultant shall indemnify, hold and save harmless, and defend, at its own expense, UN Women, its officials, employees, consultants, agents or other representatives from and against all suits, claims, demands, and liability of any nature or kind, including their costs and expenses arising out the Consultant’s violations of the representations and warranties above.

The indemnity set forth, above, shall not apply to: a) A claim of infringement resulting from the Consultant’s compliance with specific written instructions by UN Women directing a change in the specifications for the Deliverables or directing a manner of performance of the Contract not normally used by the Consultant; or b) A claim of infringement resulting from additions to or changes in any Deliverables furnished under the Contract if UN Women or another party acting under the direction of UN Women made the changes.

UN Women shall advise the Consultant about any such suits, proceedings, claims, demands, losses or liability within a reasonable period of time after having received actual notice thereof. The Consultant shall have sole control of the defense of any such suit, proceeding, claim or demand and of all negotiations in connection with the settlement or compromise thereof, except with respect to the assertion or defense of the privileges and immunities of UN Women or any matter relating thereto, for which only UN Women itself is authorized to assert and maintain. UN Women shall have the right, at its own expense, to be represented in any such suit, proceeding, claim or demand by independent counsel of its own choosing.

In the event the use by UN Women of any Deliverables provided to UN Women by the Consultant, in whole or in part, in any suit or proceeding, is for any reason enjoined, temporarily or permanently, or is found to infringe any patent, copyright, trademark or other intellectual property right, or in the event of a settlement, is enjoined, limited or otherwise interfered with, then the Consultant, at its sole cost and expense, shall, promptly, either: a) procure for UN Women the unrestricted right to continue using such Deliverables provided to UN Women; b) replace or modify the Deliverables provided to UN Women, or part thereof, with the equivalent or better product, or part thereof, that is non-infringing; or, c) refund to UN Women the full price paid by UN Women for the right to have or use such Deliverables, or part thereof.

UN Women confirms that the whole of the copyright present, future or contingent whatsoever and all other right, title and interest in and to the Deliverables shall be vested in the Consultant throughout the world in accordance with all applicable copyright laws. The Consultant further acknowledges and agrees that UN Women shall have the unconditional non-exclusive and perpetual right to make use of the Deliverables including but not limited to the entire take of all photographs from the Assignment in such manner as UN Women shall in its sole discretion think fit including without limitation the right to include the Deliverables on its own website and/or in any other public relations materials used to promote UN Women. UN Women may re-edit the Deliverables or any part thereof as convenient for its own exploitation of the Deliverables in any medium. UN Women may provide the Deliverables to other UN agencies and the media at no cost and may apply a Creative Commons Attribution-Non-commercial-NoDeriv 2.0 Generic license to the Deliverables.

The provisions of this section 6 of the Terms of Reference shall supersede any inconsistent terms in the Contract for Consultant including the Conditions of Service for Consultants.


IV. Duration of Assignment and Duty Station

The time required for the consultancy is estimated at 100 working days within the period from 20 November 2020 to 19 November 2022. For upcountry or oversea assignments, UN Women will be responsible for the accommodation and travel expenses if any cost incurred during assigned period.

The consultant will be engaged under a retainer contract, which facilitate direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.

In an incident of mandatory state quarantine being imposed on non-Thai, Thai national retainers while entering into the Kingdom of Thailand, UN Women will be responsible for the minimum medical cost per day for the entire duration of the quarantine, should the retainer (s) be subject to be placed under 14-day state quarantine. UN Women will not be responsible for professional fees per day of the retainers during the quarantine period.

V. Schedule of Payments

Payment in full upon final submission and satisfactory deliverables of each assignment.

Minimum secondary education. Bachelor’s degree is preferred;
At least 5 years working experience in photography with a demonstrated record of providing high-quality, creative work for clients.

High level of creativity and initiative;
Ability to provide the necessary professional photographic equipment;
Experience capturing images for development organizations e.g. NGO, UN Agencies, etc., is an asset;
Experience on the development of products related to gender equality, women’s empowerment is an asset;
Flexibility and ability to travel in the region is an advantage; and

Ability to communicate in English and a spoken language in ASEAN is an asset.

VII. Evaluation

Applications will be evaluated based on the cumulative analysis.

Technical Qualification (100 points) weight; [70%]

Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Total Obtainable Score


Financial/Price Proposal evaluation:

Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.

The total number of points allocated for the price component is 100.

The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
