The United Nations Children’s Funds (UNICEF) in Vientiane, Lao PDR, requires an experienced and qualified Lao National to fill the position of Temporary Appointment (TA) Supply and Logistics Assistant at GS-5 level to be based in UNICEF Country Office in Vientiane, Lao PDR.

Under the supervision and guidance of the supervisor, the TA/Supply and Logistics Assistant is responsible for assisting the uninterrupted supply of affordable and good quality supplies and services, adapted to the particular context and through compliance with UNICEF’s policies, procedures and ethics standards, including support to Global Partnership for Education (GPE) funded transactions.

Under the general supervision of the procurement officer, prepares requests for quotations and bidding documents for all kinds of goods, obtains quotations from local vendors or suppliers: for purchasing standard office supplies, furniture and equipment.

Summary of key functions/accountabilities:

Procurement/contracting:

Assist in drafting documentation for the establishment of Long-Term Arrangements (LTAs) and act on specific procurement requisitions as might be required. Prepare and process Request for Quotations (RFQs), Invitations to Bid (ITBs) and Requests for Proposals (RFPs), as might be requested by the Supervisor.

Assists Senior Supply Assistant with bid openings, and technical and financial analysis of offers as might be required.

Assist in preparing necessary requests for award including submissions to Contract Review Committee. Prepare purchase orders and contracts in SAP (UNICEF Financial System), and submit for relevant approvals, ensuring to upload the required supporting documentation in SAP.

Liaise with suppliers, ensuring timely follow-up on delivery schedules Implement appropriate vendor management practices e.g. supply performance reviews.

Make hard and soft copies of bidding documents and request for quotations, local and offshore purchase order and maintain supply unit’s files and archives Ensure availability of the all the required supporting documents for PO, Purchase requisition, Sale Orders, and other supply documents.

Regularly monitor dashboard reports and coordinate to ensure necessary supply action is taken in a timely manner in support of UNICEF Programmes.

Regularly extract reports on the status of the existing LTAs, contracts, Purchase Orders (POs) and take necessary action in coordination with the relevant Programme.

Assist in conducting local market surveys on ongoing and regular basis for identification of potential suppliers to procure the goods and services at competitive costs.

In-country logistics:

Provide support in logistics, following standard processes and contributing, directly or indirectly, to the effective delivery of programme supplies. Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery.

Assist Senior Supply Assistant in preparing necessary documents for customs clearance of UNICEF supplies and equipment including personal effects of international staff and liaise with office messenger.

Monitor progress of all supplies with partners (offshore and/or regional procurement and take action to ensure timely customs clearance of supplies entering the country) and their status from issuing requisition up to delivery to the Counterparts/end users & filing documents properly.

Support Administration Unit with the management of PSB (Property Survey Board) and stock keeping and maintenance of the office administrative supplies.

Performs other duties as requested by supervisors.

Qualifications and experience:

Education:

Completion of secondary education, preferably supplemented by technical or university courses related to supply chain, business administration, contract/commercial law, or another relevant technical field.

Work experience:

A minimum of 5 years of relevant administrative experience in supply chain management or a commercial context is required.

Languages:

Fluency in English and Local language of the duty station is required.
