Vanuatu’s national development goal has identified child mortality reduction one of the key goals to achieve by 2030. Current indicators of child health and nutrition are below the average of other Pacific countries. The situation of the health system and provision of child health and nutrition services are not sufficiently mature to achieve the goal. Compounding this, the country is prone to various disasters affecting household food security, nutritional status and health infrastructure. The current reproductive, maternal, newborn, child and adolescent health (RMNCAH) policy is due to end by December 2020. Thus, under the leadership of the MOH, UNICEF is supporting the review of the child health, nutrition and immunization part of the RMNCAH strategy.
The review will focus on current achievements of child health, nutrition and immunization against RMNCAH program targets for 2017-2020 and define a way forward to achieve NSDP goals to reduce child mortality in Vanuatu. The review will cover not only public health programs but also service provision at hospital level, health system components and possibly disaster risk resilience.
How can you make a difference?
UNICEF has hired an international consultant to complete the main work however, there is a need to hire local consultant to facilitate focus group discussions and key informant interviews.
Scope of Work:
The review will be done using the following methods:
A desk review of documents of relevance to the assignment (from 2016-present). These will be provided by UNICEF.
Key Informant Interviews (KIIs) with selected national level stakeholders, including programme managers, decision makers and partners.
Focus group discussions (FGDs) with provincial and facility teams.
Interactive session with UNICEF to present the draft review and plan get further inputs and clarifications (Q4, 2020)
Validation meeting with the National RMNCAH Committee (Q1, 2021).
KIIs and FGDs will be done using a combination of in-person and remote formats. These will be supported by a local consultant in Vanuatu as well as the international consultant and her assistant.
Under overall guidance provided by the international consultant, the local consultant will provide the following support to the review:
Support the identification of key informants and focus group discussion participants (including contact information)
Schedule in-person and remote KIIs and FGDs including high level officials from the health sector and other sectors
Tags child health child mortality disaster risk ethics food security health infrastructure immunization nursing translation
Conduct in-person KIIs and FGDs using guidelines provided by the international consultant
Support remote KIIs and FGDs
Prepare detailed notes/transcripts of KIIs and FGDs in English
When required written and oral translation from English to bislama or vice versa for relevant interviews
Organize in country review meeting at national level to present findings
Organize in country planning meeting and agree on targets and milestones
In total we anticipate 21 KIIs and 10 FGDs to take place over the month of December 2020/January- February 2021.
Consultant Work Place: The local consultant will report to UNICEF for the period of the contract. They will work closely with the international consultant and her assistant to coordinate and execute the KIIs and FGDs. UNICEF will be providing recording device for the consultant to record FGDs and KIIs.

To qualify as an advocate for every child you will have...
Relevant qualifications in Pediatrics or pediatric nursing or Master of Public health
A minimum of 5 of relevant professional experience in research background
Must have good communication skill (listening, reflection and verbal) in English and Bislama and ability to comply/stick to research ethics and standards
Fluency in English is required.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
