OBJECTIVES OF THE PROGRAMME
The Budget and Finance (BFU) unit is part of the Division of Administration and Finance (DAF). It provides support to the budget and finance operations of the regional office and 22 country/desk offices in EMR. BFU is entrusted with ensuring compliance with financial regulations and rules, policies and procedures and maintaining strong internal controls in order to effectively discharge WHO’s accountability obligations to Member States and donors. BFU supports divisions and country offices in delivering WHO’s programmes by providing guidance, review, and oversight on financial and administrative transactions, policies and procedures.
DESCRIPTION OF DUTIES
The Finance Officer will perform the following generic duties to ensure timely, consistent, efficient and effective delivery of budget support to the region:1. Ensures strict compliance with accounting and auditing standards including the application of IPSAS and other financial policies and procedures.2. Oversees the opening and closing of bank and imprest accounts across the region, and maintains the repository of bank signatories ensuring appropriate internal control, segregation of duties and compliance with WHO financial regulations and rules.3. Consolidates financial data, analyzing and preparing financial reports for the region and following-up on corrective actions.4. Facilitates and implements the efficient running of specified financial operations within the region.5. Reviews and authorizes requests for payment, imprest POs, Direct Implementation (DI) and Direct Financial Cooperation (DFC) transactions.6. Liaises with counterparts in HQ and bankers to ensure efficient and effective banking arrangements across the region.7. Manages annual and biennial closures by liaising with relevant offices across the organization to ensure the accuracy of the financial position and performance of EMRO.8. Plans, organizes and manages the work of the finance team, optimizing performance of the staff through motivation, continuous learning, workload management and workflow improvements.9. Performs all other related duties as assigned.
Essential: First university degree in finance, accounting, business administration, or related field
Desirable: An advanced university degree (Master’s level or above) in finance, accounting, business administration, or related field or a recognized professional accounting designation (CPA, CMA, ACCA, CPFA, etc.)
Essential: At least 5 years of professional experience in a budget, finance or accounting support operation, some of which must be in a supervisory role.
Desirable: Experience working within the UN system.

Knowledge of audit and compliance function and practices.ïÂ‚· Ability to identify issues, formulate opinions, and make conclusions and recommendations.ïÂ‚· Solid analytical skills and attention to detail.ïÂ‚· Excellent drafting and communication skills.ïÂ‚· Ability to lead and manage a team effectively.ïÂ‚· Ability to implement innovation and improvement in business processes.ïÂ‚· Strong training and mentoring skills to build capacity within the team and in support of country offices.ïÂ‚· Demonstrated commitment to ethics in maintaining the highest standards of personal and professional conduct.

Use of Language Skills
Essential: Expert knowledge of English. Expert knowledge of Arabic.
Desirable: Intermediate knowledge of French.
Remuneration comprises an annual base salary starting at EGP 788,033 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
