The Food and Agriculture Organisation of the United Nations (FAO) is currently implementing a project funded by GEF and entitled "Sustainable Management of Kharga Oasis Agro-Ecosystems in the New Valley Governorate project" in close collaboration with the Desert Research Center. The project will select, demonstrate and upscale successful and relevant sustainable land, water and agro-biodiversity management approaches and practices that help maintain and enhance the flow of oasis agro-ecosystem services in 3 pilot sites, namely El Moneera, Nasr and El Thawra. The 3 interlinked technical components of the project are:
Strengthened institutional, management and technical capacities of key stakeholder groups at the Governorate level in order to support the mainstreaming of sustainable management of land, water and agro-biodiversity into development investments
Improved management and sustainable use of oasis agro-ecosystems through the introduction of locally adapted and adopted SLWM practices and agro-biodiversity conservation; and
Achievements and lessons of the project are well established and perpetuated.
Objective of the assignment
The objective of the assignment is therefore much about providing technical advice in all project activities as well as providing quality control ensuring that Project objectives are met through monitoring all aspects of the project performance and outputs. The technical advisor will be responsible for supporting the project team for the successful implementation of the project activities needed to fully support farmer communities in their transition towards SLWM and agrobiodiversity conservation adoption.
The Consultant works under the overall guidance and supervision of the FAO Representative in Egypt and the technical guidance of the lead technical officer (LTO) and GEF project Design Expert, working closely with National Project Manager and the FAO Representative Programme Assistant,
Capacity development and technical knowledge for sustainable land and water management, agrobiodiversity conservation and integrated natural resource management.
Tasks and responsibilities:
The Consultant will take a leading role in in performing the following tasks:
Advise the project team in developing strategies and implementation plan for the project;
Provide technical support in the fields of natural resources management and agrobiodiversity
Advise the National Project Technical Advisor (NCTA) and project team in management and monitoring the project work progress and ensure timely delivery of project outputs;
Support the National Project Technical Advisor in preparation of annual work plans and quarterly and annual technical progress reports to the Donor according to its respective reporting guidelines;
Contribute to reports, promotional and other documents, including lessons learned
Provide strategic guidance to the NCTA in organizing and conducting effective stakeholder meetings in line with the work plan;
Support the Desert Research Center in preparation and development of natural resources management plan for target sites in addition to the arrangements to implement the plan
Work closely with FAO Egypt in providing overall quality assurance for the project based on GEF rules and procedures.
Advise the NCTA and contracted partners in the review of project targets and outputs against the progress and changing conditions in the target areas;
Provide advices and support the process of work plans formulation, budgets and work packages in accordance with the policies and procedures of FAO and GEF, guidelines for National Implementation, Guide on measures to mainstream gender considerations in the project activities and in the monitoring and evaluation;
He/she should contribute to the project capacity building programme and support overall project monitoring work
Conduct field visits as needed to monitor field activities and assist with the organization of visits and supervision missions from the partner institutions;
Support the application of the Diversity Assessment Tool for Agro-biodiversity and Resilience (DATAR) in the target sites to quantify the crop biodiversity
Review and evaluate the SLWM practices focused on agrobiodiversity and proposed by DRC to be implemented in the farmers‘ fields
Liaise with FAO Egypt in the tracking, management and update of project risk and provide corrective recommendation where possible;
Provide advice and inputs to FAO Egypt in drafting management responses to issues and recommendation raised by mid-term and final term evaluations.
Liaison with experts and other stakeholders and provide technical inputs for the development of guidelines, training materials and others as necessary;
Assist in providing data and resources for the training and awareness raising material prepared and used at the national level;
Provide any other relevant technical assistance needed;
Maintain the communication with the project staff for any advice could be raised;
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Advanced university degree in agriculture or any other related field.

7-10 years of relevant in leading capacity development work
Working knowledge of English.

Previous work experience with similar projects, in particular with international agencies, is strongly recommended;
Familiarity and prior experience with FAO requirements and procedures is considered as an asset;
Demonstrated experience and success in the engagement of and working with government counterparts and the private sector;
Good analytical and problem-solving skills and the related ability to adaptive management with prompt action on the conclusion and recommendations coming out from the project’s regular monitoring and self-assessment activities as well as from periodical external evaluations;
Strong background and knowledge in natural resources issues and their inherently complex and dynamic environmental, hydrological, and agro-biodiversity systems as well as climate change and its implications on these systems
Ability to organize and conduct trainings and technical workshops related to the sustainable use and protection of natural resources
Fluency in English and Arabic languages;
Computer proficiency (MS Office package, Internet) is a must;
Proven ability to think strategically, express ideas clearly and concisely, work both independently and in teams, and demonstrate self-confidence combined with sensitivity to gender and culture;
Knowledge of farming system in New Valley and the concept of agrobiodiversity would be an advantage.
Work experience in the areas of expertise required under this vacancy.
Work experience in assessing capacity development needs and delivering capacity development programmes
Ability to provide technical and advisory services.
