ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

ITSTR Context

The Finance Complex Financial Technology unit supporting Treasury Systems (ITSTR) provides highly specialized technology services to all business lines within Treasury. The World Bank Treasury (Treasury) provides asset management, banking and debt management, and capital markets services to the International Bank for Reconstruction and Development (IBRD) and its affiliates and member countries, and to other official-sector institutions. Treasury also carries out extensive collaborations with finance officials of member countries and their agencies with the objective of building members‘ capacity in public wealth and debt management. The scale of these activities is substantial: Treasury currently manages an annual funding program of US$60 to 70 billion through debt issuances of IBRD and IDA. Treasury leads a global team of capital markets professionals in the prudent management of US$200 billion debt portfolio; US$170 billion asset portfolio being managed for the World Bank Group and over 70+ clients.

The group comprises approximately 60 staff and consultants, located at World Bank headquarters and in Chennai, India. ITSTR supports financial applications and technology infrastructure in areas including investment, liquidity, funding, and asset-liability management.

Using existing staff as benchmark, it has been observed that the level of maturity required for this type of work (IT Officer, Data and Information Management) is more frequently found in candidates having a minimum 7 years of relevant experience with Bachelor’s degree and 5 years‘ experience with Master’s degree. However, the quality of the candidate’s work experience carries considerable weight in the selection process.

Roles and Responsibilities:

Assume the role of an Independent contributor as an IT professional responsible for design of databases for financial applications which includes data models, data quality, effective acquisition, integration, data management and communication of data;This role includes experience with applications that perform trade capture, settlement, accounting, valuation, quantitative analysis, market data capture, curve construction, call monitoring, SWIFT messaging, collateral management and reporting.Identify user requirements, implements data integration, data management, set up databases, and test and coordinate modifications to the systems.Mentors less experienced staff on their technical and professional development contributing to the implementation, maintenance, and operation of business-critical financial applications supporting the World Bank’s Treasury business lines.Maintains a consistent view of enterprise data definitions and vocabularies to ensure consistency in process and quality.Develops and recommends architecture framework based on the logical data model for operational stores, data marts, and content management stores.

Promotes the reuse of existing data objects and entities across the enterprise to reduce cost and meet business requirements.

Drives consistent standards for data management, and analysis tools and techniques to advise on the applications development process and to ensure compliance requirements are met for both structured and unstructured data.Has good understanding of systems architectural issues and factors them into recommendations.

May manage the technical design and/or serve as the project manager for small to medium sized projects or contribute to the technical design of large sized projects.

Manages vendors necessary to complete the project. Coordinate with vendors and consultants, overseeing their deliverables to ensure that they satisfy requirements and meet World Bank standards.Conducts complete diagnosis and troubleshooting of most data management problems independently, factoring in a strong understanding of the applications and data architecture.Applies data analysis, data modeling, and quality assurance techniques to establish, modify, and maintain data structures and associated components.Contributes to the identification of data design options to meet business requirements for large and complex initiatives spanning multiple applications.Coordinate with project team members (BA’s, PM’s, Tech Leads, Developers, etc.)

Work with Enterprise Architects to ensure compliance with WBG standards and experience with Information

Security Team to satisfy its requirements/recommendations and support related security testing.Work with Infrastructure/Cloud Teams, Data Engineers, Network Admins, et al to oversee deployment, configuration, testing, operation, renewal, etc. of supporting IT infrastructure.

Selection Criteria

Master’s degree with 5 years‘ experience in relevant disciple such as Computer Science or Bachelor’s degree with 7 years relevant experience.Ability to independently manage large, complex deliverables in an environment of shifting priorities.Sound engineering judgment about the differing tradeoffs of competing approaches to technical problems.Interest in learning institution’s technical and operational infrastructure, relevant institutional policies and procedures; ability to effectively liaise with stakeholders on policy and technical issues.Experience in Treasury Applications supporting front-office and back office systems using Database domains with financial definitions.Experience in conceptual, logical, and physical design techniques and knowledge to database development and maintenance.
