Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of Information and Communication Technology (ICT) systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.

The Infrastructure Section is responsible for providing secure, reliable, and dependable computing, collaboration, database and communications services to the Department of Safeguards. The Infrastructure Section cooperates with other Sections and Divisions in the Department of Safeguards to deliver IT services at a very high standard.

Main Purpose

Reporting to the Section Head, the Platform and Application Team Leader is responsible for the planning, managing, operating, designing, and monitoring of the applications and platforms that provide the Department with highly available, reliable and secured information. The applications and platforms include collaboration, e-mail, document management, system monitoring, system management, web services, mobile device management, developers‘ tools, continuous delivery tools, and databases. Additionally, the Team Leader is responsible for ensuring that software products and services are efficiently delivered to the Department of Safeguards and that delivery processes and tools are automated, secure, reliable and documented.


The Platforms and Application Team Leader is: (1) a technical leader, functioning as an expert in designing, creating, deploying, troubleshooting, optimizing, automating, monitoring, managing and performance tuning platforms and applications, while responding to issues, performance indicators, and trends in ICT service management metrics; (2) a manager of human resources, who supervises the staff in the team and promotes best practices, including team work, within the team and across all teams of the section, as well as across the division and Department and to ensure that projects meet established time and cost parameters and standards of technical quality; (3) an expert in the design, architecture and operation of collaboration platforms, web applications, e-mail systems, mobile device management, document management, software deployment, directory services, configuration management, databases, authorization, network and application protocols without technical supervision; (4) an innovator with hands on experience of new technologies, processes and automation providing new solutions to improve the security, efficiency, and effectiveness of all platforms and applications managed within the team; and (5) a champion of DevOps and operational excellence aimed at providing integrated ICT solutions.

Functions / Key Results Expected

Provide technical leadership to ensure secure, stable and efficient operation of platforms and applications with proactive monitoring, and that are scalable and sustainable.

Architect and integrate multiple platforms and applications in a comprehensive manner leveraging the entire ICT stack (including hypervisors, containers, operating systems, and communication and security protocols) and deliver solutions which are agile and can be adapted to changes in business models and technology and which are designed to accomplish the objectives of the Department.

Plan, coordinate and review the activities of the staff in the team to ensure the delivery of programme objectives, including the relevant financial, performance and quality standards.

Provide input and assistance to the Section Head with respect to the preparation and updating the section’s work plan; produce timely reports - financial and progress reports, as required.

Provide direction to integrate projects toward efficient business solutions while meeting project deadlines.

Promote good team working practices within the team and across all teams of the section and beyond; assign tasks to the staff depending on their technical skills and knowledge, and assist them in their needs to acquire necessary training; develop job descriptions, evaluate job applications and carry out annual performance reviews for the teams staff.

Lead and supervise the staff in the team including subordinate specialists, in both substantive and operational issues ensuring optimization of human and financial resources and nurturing a culture of results with highest performance standards; Provide coaching and hands-on training to staff.

Establish and maintain ICT management and operations policies, standards and procedures by using ITIL, Kanban and Agile guidelines, quality standards and business requirements to implement solutions and assure that these standards are followed by performing regular assessments.

Manage and facilitate the prioritization of technical solutions in order to establish and maintain platform and application staffing levels, appropriate training, tools, and software that will allow the platform and applications team to achieve the operational objectives given budget constraints.

Provide authoritative advice to senior management on platform and application development and on the implications of various technological alternatives.

Determine platform and application integration and linkages within the Organization, resolving operational, technical, and coordination issues.

Qualifications, Experience and Language skills

An advanced university degree in computer science, information systems or another related field. A first level university degree in computer science, information systems or another related field with 4 additional years of relevant professional experience may be considered in lieu of the advanced university degree.

Minimum of ten years of relevant experience in the ICT infrastructure domain including recent work with collaboration platforms, e-mail, document management, system monitoring, system management, web services, mobile device management, developers‘ tools, continuous delivery tools, databases, networking, and security and application protocols.

Demonstrated experience with DevOps tools and procedures, as well as a leadership or technical mentoring role in transitioning an organization to DevOps, including continuous integration, continuous release, continuous testing, hyper-converged infrastructure, containers, and Kubernetes.

Proven understanding of the concepts around data storage platforms and their implementation and operations such as Relational Database Management Systems (RDBMS, e.g. Microsoft SQL Server), noSQL (e.g. MongoDB), and object storage (e.g. S3).

Demonstrated ability to lead and motivate an ICT team with a proven track record of performing as a lead architect of successfully implemented IT solutions.

Proven track record of leadership capabilities including high standards of integrity, fairness and transparency to ensure and promote a work environment based on mutual respect and to perform effectively as a motivating leader in a multicultural environment.

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $89837 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 46895*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks‘ annual vacation, home leave, pension plan and health insurance
