Background

Please note that this is a consultancy assignment of a temporary nature, with an expected duration of approximately 4 working days per workshop.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, as well as human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States (pS) enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Office of the Secretary General (OSG) plays a key role in supporting the Secretary General in the effective implementation of his/her mandate and specific tasks given to him/her by the OSCE participating States. The Gender Issues Programme of the OSG supports the efforts of the OSCE Secretary General to promote a continuous and sustainable gender mainstreaming process across the Organization and the full implementation of the 2004 Action Plan for the Promotion of Gender Equality, as well as other gender-related commitments undertaken by the OSCE participating States. It assists and advises the OSCE structures in the implementation of the Action Plan by providing technical assistance for the mainstreaming of gender in all activities, policies, programmes and projects.

The Gender Issues Programme carries out an extra-budgetary project "The OSCE Support to the Women, Peace and Security Agenda in the OSCE Region" that aims to: 1. Provide research-based evidence on the implementation of the WPS Agenda;
2. Increase capacities of government and civil society actors in the OSCE participating States to enhance the implementation of the WPS Agenda through regional expert roundtable meetings and training workshops;
3. Provide internal guidance to OSCE staff members on how to promote the WPS Agenda in the OSCE region.

The activities under the first objective have successfully completed the study "Implementing Women, Peace and Security Agenda in the OSCE Region". Under the second objective, four roundtable events have produced numerous recommendations on how to best implement the WPS agenda in the OSCE region, and how the OSCE can support participating States. These recommendations will be used to design four capacity-building workshops, which are to take place between February and June 2021. In order to successfully design and implement these workshops, an Expert (Resource Consultant) is required under a Special Service Agreement (SSA). Each workshop will be facilitated by a WPS expert (consultant), supported by the resource consultant with expertise on the thematic area of the workshop. As long as the global SARS-COV-2 pandemic inhibits personal gatherings, these events will be carried out online via Zoom.

Tasks and Responsibilities

The Resource Consultant will work under the overall substantive technical guidance and managerial supervision of the Senior Gender Adviser as Head of the Gender Issues Programme and the Gender Adviser and Project Manager of the ExB project ‚The OSCE Support to the Women Peace and Security Agenda in the OSCE Region‘. S/he will work in close consultation with the Gender Adviser and will be supervised in daily work by the Gender Adviser in the following tasks and responsibilities:

Maintaining regular contact and consulting with the Gender Advisor and a Consultant throughout the duration of the contract;Supporting planning and preparation of the capacity building workshops;Supporting identification and selection of individual workshop participants;Preparing high quality workshop materials needed for the workshops;Carrying out technical preparations for the planned workshops;Performing facilitating and training roles during the workshops; Preparing post-workshop evaluation questionnaires, collecting and analysing the feedback information;Supporting drafting and finalizing of the workshop reports.

Expected Output/Deliverable:

- Successfully supported the planning and preparation of three sub-regional capacity building workshops in Central Asia, Eastern Europe and Southeast Europe in the period of February until June 2021;
Successfully supported the planning and preparation of one OSCE-wide capacity building workshop in the period of February until June 2021 in Vienna.

Necessary Qualifications

Second-level university degree in gender studies, social or political sciences or related field;
Minimum six years of professional experience in the area of gender in the politico-security field;
In-depth knowledge of existing policies in the field of gender in combination with particularly the areas of the Women, Peace and Security Agenda and the implementation of United Nations Security Council Resolution 1325;
Proven experience in developing and/or advising the drafting of National Action Plans to implement the UNSCR 1325;
Professional experience in developing, facilitating and/or conducting workshops for high-level participants with diverse cultural and professional backgrounds;
Field experience and knowledge of gender equality issues, including UNSCR 1325 issues, in the OSCE region;
Excellent drafting skills;
Professional fluency in English including excellent communication skills; knowledge of Russian would be an asset;
Good communication skills, initiative and problem solving skills;
Computer literacy with knowledge of the Microsoft Office package;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

Remuneration Package

Remuneration will depend on the selected consultants/experts qualifications and experience and in accordance with the OSCE established rates.
