PURPOSE OF THE CONSULTANCY
The consultant will support the implementation of the activities included in the Entity’s Biennial Work Plan (BWP). The work involves a thorough understanding of human resources (HR) data available in the PASB Management Information System (PMIS). The consultant interprets the effectiveness of existing practices/policies/procedures for processing and reporting of HR data and establishes, modifies and/or recommends automated systems, operations, policies or practices that improve the availability of accurate and timely HR information for internal management decision making and for external reporting. The consultant serves as a technical point of contact for assigned functional areas and assists business process experts to ensure data integrity, testing of system changes, report writing and analyzing data flaws for process improvement opportunities. The consultant works in close coordination with the immediate supervisor and must be able to effectively communicate with HRM colleagues in order to assist in provviding data analytics that will inform corporate processes and procedures. Work requires the development of satisfactory solutions to identified system-related problems through a consultative process with system "owners" and programmers, and requires active participation in the planning, coordination, testing and implementation of agreed upon solutions. The incumbent will provide support to users to retrieve information for statistical and analytical purposes. Decision on difficult assignments is sought at the initiative of the incumbent. The objectives of work are defined by the supervisor and the work is evaluated upon completion for professional accuracy.
The consultant is expected to deliver the following: Identify and analyze the Human Resources Information Systems (HRIS) requirements of the Organization, including Headquarters and Country Offices; develop and implement process improvements and associated automated solutions designed to enhance functionality, data quality, and overall efficiency
Examine human resources analytical reports and formulate quality control and data requirements for information systems; design, create, develop and deploy effective analytical tools; prepare detailed analytical reports and metrics data
Identify workforce trends, develop workforce forecasting, draft and disseminate HR-related reports as requested, for HRM Advisors, Executive Management, and other Directors as well as for official reporting to WHO, the UN Secretariat, and the International Civil Service Commission
Provide advice on the implementation and maintenance of an effective HR information system;
Review and evaluate Headquarters and Country Offices HR management operations in order to recommend improved HR management procedures and practices to achieve and maintain accurate, efficient and timely updating of HR data; provide periodic reports to HRM Director on data integrity for purposes of resolving data errors promptly;
Work with relevant stakeholders to understand current and future demands and ensure that all HR systems are available to integrate with and support new programs, policies and data requirements;
Monitor, respond and provide feedback related to on-going data related activities, practice and procedures; identify issues and coordinate solutions
Assist in the process of deployment of new technology in different HR functional areas and its integration into the daily operations of the department.
Essential: Bachelor’s degree in information systems, computer science, human resources management or business administration.
Desirable: Training in administrative systems would be an asset.

Essential: Minimum of 7 years of national and/or international experience in data analytics, information systems, systems design or human resources in the private or public sector.
Desirable: Experience in developing dashboards, performance scorecards and in working in an ERP environment would be an asset.
Use of IT skills:
Demonstrated ability to effectively utilize software programs such as Microsoft Office Word, Excel, PowerPoint, Access, Outlook, MS Project, and Visio.
Other IT skills and knowledge of automated systems and computers particularly with regard to administrative operations and other software programs such as SQL Reporting Services, Monarch, Microsoft SharePoint and Microsoft Project would be an asset.
Use of language skills:
Essential: Very good knowledge of English or Spanish with a working knowledge of the other language.
Desirable: Knowledge of Portuguese and/or French would be an asset
Will be based on PAHO scales for International consultants. Current monthly rates range from USD $5,166 - USD $ 6,273 (Band B).
