General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Excellent physical condition

Possession of a valid automobile driving license and ability to drive using manual transmission

Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

Demonstrable organizational skills

Proven ability to communicate effectively, both orally and in writing

Demonstrable interpersonal skills and documented experience in negotiations

Depending on the field activity’s mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required

Negotiating experience, preferably in the area of monitoring operations and/or related activities

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

First-level university degree in law, social and/or political sciences, public policy, gender studies, international relations or similar related fields or in lieu graduate from police or military academy with relevant professional experience

Experience:

Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

Minimum of six years of progressively professional experience including at least two years of experience within any of the sectors in human dimension as defined by OSCE;
Demonstrable professional experience of working in human rights and/or humanitarian work;
Knowledge of international humanitarian and human rights frameworks and principles;
Proven experience in professional analyses, researching, drafting, editing, report writing and presentation skills;
Well-developed negotiation, communication, organizational, interpersonal and leadership skills;
Proven experience of working in a demanding and constantly changing operational environment;
Ability to establish priorities and to plan, organize, co-ordinate and monitor the work of a number of staff in multi-disciplined activities and as appropriate provide advice and guidance to others;
Demonstrated conflict sensitivity, including an ability to apply conflict sensitivity principles into reporting;
Professional fluency in English with proven ability to communicate effectively, including professional writing skills in the English language;
Ability to read and utilize maps;

Readiness to deploy to various locations within Ukraine;

Tasks and Responsibilities

If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.

Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a nonfamily duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

The selected candidate will be deployed either in Donetsk or Luhansk region.

Under the direct supervision of the Monitoring Team (MT) Human Dimension Deputy Co-ordinator, overall guidance of the MT Human Dimension Co-ordinator, and in co-ordination with the Patrol Hub Leadership, as MT Human Dimension Officer, you will perform the following duties

Providing input to the MT Human Dimension Co-ordinator, Deputy Co-ordinator and Patrol Hub Leadership, on monitoring and reporting activities related to the human dimension of security;
Providing input to plan patrols on human dimension areas in line with the human rights strategic framework and standard procedures; Analysing data on human dimension topics to provide input and advice to the Hub Leadership and MT Human Dimension leadership; Ensuring the consistency, accuracy, objectivity, impartiality and timeliness of reports;
In co-ordination with and the direction of the MT Human Dimension Co-ordinator and Deputy, providing analysis, both oral and written, of trends affecting the Patrol Hub’s operating environment, bringing relevant matters to the attention of the Patrol Hub Leadership and advising on any issues which require a response, or action, or monitoring by the Patrol Hub;
In co-ordination with and the direction of the MT Human Dimension Co-ordinator producing background material for meetings of the Patrol Hub Leadership with regional interlocutors; attending and reporting on these meetings as requested.

Meetings would include, for instance, cluster meetings, conferences, round-tables as well as visits of OSCE institutions; Reporting on human dimension issues including proposing strategies, providing subject matter advice, background information, and talking points to patrol hub and team leadership as requested;
Overseeing the patrol groups in the mapping of the stakeholders and identifying possible areas of intervention in line with the mission mandate;
Participating in planning meetings, voice teleconferences and co-ordination meetings within the Monitoring Team and Human Dimension Unit in Head Office as required;
Developing and maintaining collaborative relationships with UN agencies, civil society representatives and other national and international partners on information-sharing and co-ordination matters;
Supporting public and public information unit in identifying media and outreach opportunities within the human dimension area; In co-ordination with the MT Human Dimension Co-ordinator and Deputy, proactively monitoring all aspects of human dimension activities conducted by patrols and other sensors;
As requested, participating in meetings and other human dimension related activities;
Co-ordinating support for the development and delivery of trainings to build capacity in all areas of the human dimension in the Monitoring Team; As required, participating in patrols;
Performing other duties as required.
