Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.


The Office of the Director General (ODG) manages the Organization and has overall responsibility for the formulation of coherent policies and oversight activities to ensure compliance with strategic priorities. The ODG comprises those units and functions that report directly to the Director General through the Office of the Chief of Staff (RBM supervisor) and provide advisory services or direct support to the whole of the Organization.

An important aspect of the recent organizational changes within IOM is the transition towards results-based management. The Results Based Management (RBM) team focuses on (1) improving strategic planning at corporate and field levels, (2) operationalizing the current strategic frameworks, (3) enhancing results reporting across the Organization and (4) supporting knowledge management. Underlying activities include training of staff on RBM and communication.

Under the overall supervision of the Chief of Staff and direct supervision of the Results Based Management Officer in ODG, the successful candidate will support the successful transition towards a strong RBM system in the Organization.

Core Functions / Responsibilities:

Contribute to the operationalization of IOM’s Strategic Vision at thematic, global, regional and country levels (through the development of a strategic planning toolkit for country offices and its related guidance).

Contribute to integrating the new Strategic Results Framework in existing training packages.

Contribute to the review of IOM reporting tools including PRIMA and Institutional Questionnaire to enhance organizational coherence in reporting on results, generated by IOM’s work towards the Strategic Vision, as well as towards the Sustainable Development Goals (SDGs), Migration Governance Framework (MIGOF) and Global Compact for Migration (GCM).

Contribute to the production of corporate reports with a strong focus on results under the three above frameworks, including through analysis of data, drafting of reports from the Institutional Questionnaire and PRIMA, and coordination with relevant thematic experts.

Support the delivery of the Harvard / IOM strategic planning and implementation training, based on existing material, and;
Perform such other duties as may be assigned.

Required Qualifications and Experience:


Master’s degree preferably in Economics, International Relations, Business Administration, the Social Sciences, Law, Development Studies, International Affairs, or a related field from an accredited academic institution with two years of relevant professional experience; or

University degree in the above fields with four years of relevant professional experience.

Trained in results-based management, project management and/or change management.


Experience in facilitating complex inter-departmental discussions to generate consensus;
Practical experience of how to multi-task, prioritize and work independently;
Outstanding writing skills with experience in developing corporate documents (in English).


Demonstrated strong conceptualization, analytical and writing skills;
Proven ability to produce quality work accurately and concisely according to set deadlines;
Excellent ability to speak and present effectively, concisely and persuasively.

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French or Spanish is an advantage.
