Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and
non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
The Office of the Director General (ODG) manages the Organization and has overall responsibility for the formulation of coherent policies and oversight activities to ensure compliance with strategic priorities. The ODG comprises those units and functions that report directly to the Director General through the Office of the Chief of Staff and provide advisory services or direct support to the whole of the Organization.
An important aspect of the recent organizational changes within IOM is the transition towards results-based management. The RBM team focuses on (1) improving strategic planning at corporate and field levels, (2) operationalizing the current strategic frameworks, (3) enhancing results reporting across the Organization and (4) supporting knowledge management. Underlying activities include training of staff on RBM, analysis of results, production of report and communication.
Under the overall supervision of the Chief of staff and direct supervision of the Results Based Management Officer, the successful candidate will support the successful transition towards a strong RBM system in the Organization.
Core Functions / Responsibilities:
Coordinate the revision of the Institutional Questionnaire (IQ), the preparation and testing phases, its launch, closure, and follow-up.
Consolidate and analyse data on countries‘ results.
Produce accurate, results-oriented, and impactful corporate reports.
Closely collaborate with Information Management and GIS staff to ensure accurate and effective implementation of changes, data presentation, graphics, and maps.
Ensure proactive, efficient and effective communication with HQs, ICT and field offices.
Support the development of a global, interactive results platform.
Support the conclusion of recurrent agreements with Harvard Business Publishing on RBM course, timely payments and admin matters.
Deliver training sessions based on existing material (two webinars per module).
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Master’s degree preferably in Economics, International Relations, Business Administration, the Social Sciences, Law, Development Studies, International Affairs, or a related field from an accredited academic institution with two years of relevant professional experience; or
University degree in the above fields with four years of relevant professional experience.
Training in data/statistical analysis.
Experience in drafting corporate documents (in English);
Demonstrated experience in analysing large sets of data and producing impactful results-oriented reports;
Practical experience of how-to multi-task, prioritize and work independently.
Proved literacy in data analysis and IT literacy: use of Drupal, Esri, Power BI, SAP, or other data analysis and visualisation tools;
Excellent organizational skills;
Good public presentation skills;
Proven ability to produce quality work accurately and concisely according to set deadlines;
Ability to timely understand the Organization’s structure and portfolios.
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
