To ensure WFP is equipped with the capacities to respond on a no-regrets basis to emergencies in efficient and effective manner the Emergency Operations Division (EME) established the Global Surge and Coordination Unit (GSCU). The GSCU is responsible for coordinating a structured system that helps WFP


train and

deploy the talent that is needed for current and future emergency responses.

GSCU will coordinate WFP’s internal response to ensure that staffing requirements are filled in a timely, coordinated and accountable manner, with the GSCU functioning as a one-stop shop for emergency support for Country Offices and Regional Bureaus.

Under the supervision of the Global Surge Officer, the consultant will support the co-ordination of information related to the identification, training and deployment of staff to emergency operations.

This position is in WFP Rome Headquarters in the Emergency Operations Division (EME) within the Global Surge Coordination Unit.


Produce Surge team information management and data analysis products such as annual reports, fact sheets, lessons learnt, emergency analyses based on Surge Platform data, etc.;
Produce tailored information products based on information collected and analysed.

Acting as a focal point for surge staffing during emergencies, liaising with the Division of Human Resources, functional Staffing Coordinators, regional bureaus and country offices.

Act as a subject matter expert for the development of new online platforms aimed at improving the efficiency of surge systems.

Create and maintain a database to manage unsolicited approaches from individuals looking for deployment, and exploring possibilities to create a Global Surge Talent Pool;
Coordinate the identification and deployment of staff to emergency operations and on request conduct screening of applicants for expressions of interest posted for emergency operations;
Support the management of the Operational Information Management Roster or any other roster that might be added to the GSU responsibilities, including the screening of candidates, the regular update of the related information and the development of the Roster through tests of selected candidates, creating and maintaining any vacancy announcement related to any of these rosters and serving as a point of contact with OIM unit;
During Emergencies, be available to deploy to support coordination efforts on the ground.

Advanced university degree in International Relations, Public or Business Administration or other relevant field, or First University degree with additional years‘ work experience or trainings/courses.


Typically, three or more years of postgraduate professional experience with an interest in international humanitarian development. Field experience with WFP would be well regarded but not essential.

Knowledge and Skills:

Broad knowledge and/or experience of WFP operations in an information management role.

Broad knowledge of best practices, techniques and processes of emergency surge staffing with some understanding of the basic HR theoretical background.

Ability to support more junior and/or less experienced members of the team.

Ability to work with minimum supervision.

Ability to analyse data, draw conclusions and recommend a course of action.

Good communication skills required to give and receive information and work with a variety of individuals.

Ability to establish and maintain effective relationships with clients and provide client-oriented service.

Ability to identify client’s need and match them to appropriate solutions.

Knowledge of, or the ability to quickly assimilate, UN/WFP specific processed and systems...


International professional: Fluency (level C) in English language. Intermediate knowledge (Level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language Portuguese.
