Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes:

business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients;
empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and

resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

The Enterprise Authentication Services Team is anchored in the Enterprise Services (ITSEN) division in ITS. The primary programs that the ITSEN unit is responsible for is providing a wide range of technical infrastructure services to meet the institution’s computing needs, from mid-range servers, large scale servers, and the respective system, network, and supporting software on those platforms. It provides engineering, integration, and system administration services for Server Administration, Server Security, Backup/Restore, Storage, Virtual infrastructure (on premise and in cloud) and Data Center Management.

The Identity Access Management Developer will be responsible for designing, developing, configuring, testing, migrating, operating/maintaining and securing application integration with IAM systems such as SailPoint. Also responsible for configuring and designing certification and Life cycle Management processes. The candidate must possess a technical background in one or more Identity and Access Management solutions. Programming ability and strong troubleshooting skills are desirable.

Roles and Responsibilities:

Develop and engineer solutions for Identity Access Management (IAM) Platforms.

Promote usage of Out of Box (OOB) functionality and identify areas where customization is required.

Develop governance solutions to support compliance requirements.

Develop scripting/workflows/rules using beanshell.

Onboard applications in to IAM platform.

Develop optimized IAM Solution for implementing Role Based Access Controls.

Adapt solutions to the existing standards for privileged access management.

Review all system related documentation to drive design and development decisions.

Develop code documentation, technical specifications, and follow the SDLC process for Bug Tracking/ fixes and new functionality using Agile methodology.

Follow standard ITIL change management processes.

Develop Standard Operating Procedures (SOP’s) for administrators, engineering support staff, team members, and clients.

Collaborates with the Project manager, Architect, QA team and clients to deliver solutions in a timely manner.

Selection Criteria

Bachelor’s Degree with a minimum of 4 years relevant experience in Computer Engineering or relevant area or Master’s degree with a minimum of 2 years relevant experience.

Hands on experience in onboarding connectors like AD, LDAP, Unix, ServiceNow Outlook Office365, cloud-based applications Azure, integrating relational databases and other OOB connectors.

Hands on experience on SailPoint API.

Excellent Java programming and scripting knowledge in Linux and Windows environments is a must.

Good understanding of system software design and development methodologies and implementation experience. C++, C#, or Python programming and scripting knowledge in BeanShell and PowerShell is desired.

Experience troubleshooting IAM system hardware and software to optimize performance.

Good knowledge of TCP/IP networking and protocols (DNS, ICMP, SMB, SSL/TLS, etc.)

Familiarity with performance analysis using performance monitoring and tuning tools.

Strong analytical thinking skills.

SailPoint developer certification is a plus.

Excellent interpersonal skills, including an ability to work effectively in a team/task force as a participant or team leader.
