The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Conflict Prevention Centre (CPC) plays a key role in supporting and coordinating the OSCE’s activities in the field, in providing analysis and policy advice to the SG and the Chairmanship, in leading work on all aspects of the conflict cycle, and in supporting various formats dealing with protracted conflicts. The CPC also serves as focal point in the Secretariat for coordinating and developing the OSCE’s role in politico-military dimension.

The Policy Support Service (PSS) serves as the Organization’s primary point of contact on all matters concerning field operations; it monitors the implementation of the mandates of the individual field operations and advises the SG and the Chairmanship on related policy and operational issues. It also analyses early warning signals regarding the situation in the field and recommends the implementation of relevant preventive or reactive action. Support provided to the SG and Chairmanship includes background information, policy support and advice, input to speeches and travel files as well as drafting summary records. PSS facilitates the coordination of programmes and activities among field operations and the budget cycle process. PSS also provides support for the CiO representatives dealing with protracted conflicts and related formats.

The PSS is composed of four regional desks covering Eastern Europe, South-Eastern Europe, the South Caucasus and Central Asia. The OSCE CPC/ PSS South-Eastern Europe Desk is hiring a specialist to support communications for the extra-budgetary project: "Supporting a More Effective Administration of Justice in Corruption and Organised Crime Cases in the Western Balkans through Trial Monitoring-Coordination Project" as part of a regional Programme on Trial Monitoring, that includes 5 field operations from South-Eastern Europe.

Tasks and Responsibilities

The OSCE is looking for qualified candidates to the consultancy position of an Expert to design a communication strategy and define the visual identity of the Programme. She/He will also produce a number of outreach and visibility material. The expert will work under direct supervision of the Programme Coordinator of the CPC co-ordination project and in close cooperation with the project teams in the SEE FOs participating the project. More specifically, the Expert would be responsible for:

Liaising with the OSCE staff, including in different departments and units in the Secretariat, as well as other identified units, departments and executive structures,Developing a Communication Strategy and Visibility Plan;Carrying out meetings, collecting information on the needs of OSCE Staff and Mission Members;Studying relevant OSCE policies.

Necessary Qualifications

Bachelor’s or Master’s degree in, social sciences, project management or other related fields;
Practical experience in developing communication strategies and visibility plans of at least 2 years;
Proven previous experience with communication/visibility requirements of EU funded projects would be an asset;
Previous experience in working in international organizations would be an asset;
Professional fluency in the English language;
Ability to work with people of different nationalities, religions and cultural backgrounds;
Demonstrated gender awareness and sensitivity as well as ability to integrate a gender perspective into tasks and activities.
