Background

The National Trial Monitoring Officer will be hired as part of an Extra Budgetary Project entitled, ‚Supporting a More Effective Administration of Justice in Corruption and Organised Crime Cases in the Western Balkans through Trial Monitoring‘ (hereinafter, the Project). The duration of the contract will be from the date of hire until 31 December 2023, subject to satisfactory performance.

Tasks and Responsibilities

Under the direct supervision of the Project Officer, and overall supervision of the Senior Legal Officer (Rule of Law Portfolio), of the Law and Justice Section, within the limits of the Project timeframe, the incumbent monitors and analyses corruption and organized crime cases from the indictment phase to their completion. To support trial monitoring, the incumbent will collect, review and analyse relevant data for cases selected for monitoring. The incumbent will also monitor and draft reports on the work of relevant judicial and other institutions responsible for ensuring high quality investigation and processing of corruption and organized crime related offenses before courts. The incumbent shall use these findings to advise the Project Officer and the Senior Legal Officer on appropriate follow-up actions required by the Mission. The incumbent will play a crucial role in ensuring that the Project Officer and the Department of Human Rights and Communities, Law and Justice Section, is able to follow the process of corruption and organized crime cases monitoring for the purpose of developing and disseminating recommendations to relevant local institutions. She/he will conduct media analysis and support the organization of consultations and discussion forums to ensure that awareness of recommendations by key stakeholders is enhanced.

Monitoring corruption and organized crime cases; Reviewing and performing analysis of relevant data and draft reports on compliance with applicable framework provided by law and best practices; Monitoring and drafting reports on the work of relevant judicial and other institutions responsible for the investigation and processing of corruption and organized crime related offenses before courts; Conducting media analysis and supporting the organization of consultations and discussion forums to ensure awareness of recommendations by key stakeholders is enhanced; Supporting the Project Officer to prepare and conduct interviews with selected stakeholders.Supporting the Project Officer to design and organize peer-learning events.Performing preliminary analysis of data collected through case monitoring and stakeholder interviews; Drafting quarterly project implementation reports, as well as "relevant chapters" for Inception, Mid-term, and Final Reports.Performing other duties as required.

Necessary Qualifications

First-level university degree in law;
Minimum two years of practical courtroom experience;
Proven experience in drafting legal analytical reports;
Experience that required knowledge of international fair trial and human rights standards;
Experience that required knowledge of international anti-corruption conventions;
Experience that required knowledge of international standards and OSCE commitments in the field of rule of law reform processes;
Experience that required knowledge of local political situation and local judicial structure, including the framework pertaining to the processing of corruption and organized crime crimes;
Computer literate with practical experience with Microsoft applications;
Excellent written and spoken communication skills in English and local languages;
Holding a valid driving license;

Remuneration Package

Monthly remuneration, subject to social security deductions is 1587.66 Euro/month. Social benefits will include participation in the OSCE Group Insurance Plan (Health, Life, Accidental Disability and Temporary Incapacity Insurance) and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
