Organizational Setting The Statistics Division (ESS) develops, and advocates for the implementation of methodologies and standards for data collection, validation, processing and analysis of food and agriculture statistics. In these statistical domains, it also plays a vital role in the compilation, processing and dissemination of internationally comparable data, and provides essential capacity building support to member countries. In addition, the Division disseminates many publications, working papers and statistical yearbooks, that cover agricultural and food security relevant statistics (including prices, investments, production, trade and agri-environmental statistical data).

The incumbents will be part of the Survey Team and will contribute to the implementation of the 50x2030 Initiative to Close the Agricultural Data Gap. S/he will work in close collaboration with the ESS staff, Government counterparts, donors and other relevant stakeholders. The 50x2030 Initiative supports national statistical services to accelerate the production and dissemination of high quality and timely statistics on the agricultural and rural sector, integrating production data with data on the technical, economic, environmental and social aspects of the agricultural holdings.

Reporting Lines The Statistician reports to the Senior Coordinator.

Technical Focus Planning, coordination and monitoring of the technical implementation of the agricultural data dissemination subcomponent of the 50X2030 Initiative.

Key Results Comprehensive technical, statistical, analytical and/or policy analysis services and the development of specialised tools, methodologies, systems and/or databases to support the planning, implementation/delivery and monitoring of the programme of work and related products, projects, publications, and services.

Key Functions

Plans and leads components of multidisciplinary teams and short term work groups, leads and/or participates in divisional teams, participates in Organization-wide committees, project teams, and working groups and provides specialised expertise on international technical networks and or technical policy and standard setting bodies;
Coordinates the collection, review, processing and/or analysis of key social/ economic/ environmental/ indicators, based on either traditional statistical methods/sources or on unstructured sources and data science methods to support the delivery of economic and social development programmes of work whether focused on products, projects, publications or services;
Designs and develops improved/updated technical, statistical and/or analytical tools, systems, databases;
Designs and conducts research, data collection, validation, analysis and/or reporting in support of the development of technical standards, international instruments, innovative tools and methodologies to be used within the Organization or by external stakeholders;
Coordinates the production of a variety of technical reports and provides input in flagship publications, technical documents, divisional publications and/or web pages;
Coordinates and provides response to requests and provides technical and/or policy advice, assistance and solutions to Regional, Subregional, and Country Offices including technical backstopping of field projects;
Coordinates and provides capacity development services, including the planning and organization of training workshops, and seminars and the preparation of related information, materials, online tools and information kits;
Coordinates the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners;
Participates in resource mobilization activities in accordance with Corporate strategies and divisional plans;
Promotes international cooperation and collaboration, advocates best practices, knowledge sharing, increased policy dialogue, and provides technical expertise at international meetings and conferences.

Specific Functions

Plans, coordinates and monitors the implementation of 50X2030 data dissemination component with regular reporting on progress, achievements and element of risks;
Leads on and supports with targeted technical assistance work toward implementation of the 50X2030 data dissemination component in partner countries with particular focus on the following areas (i) Assessment and design of dissemination programmes, (ii) generating, writing and presenting on statistical findings, (iii) aggregated data dissemination and documentation, (iv) microdata anonymization, documentation and release access model, and (v) digital data management and preservation systems and protocols;
In coordination with the country focal points and national partner agencies, develops work plans for the data dissemination component to be integrated in the Letter of Agreements and/or Project Implementation plans (PIPs) of partner countries;
Supports other administrative and operations tasks such as procurement processes required for effective country-level programme implementation;
Leads a small group of collaborators to design, develop, and implement the 50X2030 data dissemination programme of work; establishes work plans and objectives of consultants supporting data dissemination and monitors consultants‘ performance;
Provides support to the Senior Coordinator in the coordination, monitoring, financial reviews and budget programming, and reporting tasks of the overall programme of work;
Represents FAO in programme coordination meetings with stakeholders of the 50X2030;
Participates to and/or represents FAO in international meetings, promotes best standards and contributes to knowledge sharing and development of statistical dissemination programmes as well as to technical task groups.


Minimum Requirements

Advanced university degree in statistics, mathematics, economics, agricultural economics, or a related field;
Seven years of relevant experience in the compilation, analysis and dissemination of food and agricultural statistics at national and/or international level;
Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Work experience in more than one location or area of work, particularly in field positions is desirable;
Extent and relevance of knowledge and experience in survey methodology (including survey design, sampling, questionnaire design, data collection methods, and dissemination designing, planning and implementing);
Extent and relevance of experience in the compilation, validation and analysis of data collected through large-scale agricultural surveys in developing countries;
Extent of knowledge and experience on all aspects of statistical dissemination, including but not limited to, microdata dissemination, archiving, and long-term preservation. These include microdata processing, curation and management, documentation and DDI- metadata, SDC methods and tools, microdata access model, NADA, best practices for archiving and preservation;
Extent of knowledge and experience in the organization of and/or participating in regional and country-level advocacy meetings on opening access to agriculture statistics and the need to strengthen national dissemination programmes in the context of official statistics as well as digital data management and preservation systems and protocols;
Extent of knowledge and experience in the provision of technical assistance to countries in their evaluation and revision of data access policies and dissemination protocols at country-level with a view to better integrate open data principles and standards as well as microdata dissemination practices;
Extent of knowledge and experience in coordination and delivering capacity development programmes and technical assistance in developing countries toward setting up of comprehensive statistical dissemination programmes according to best international principles and standards;
Demonstrated experience in leading and coaching technical teams;
Demonstrated experience in delivering presentation on technical matters, with different stakeholders/partners at the governmental and peer levels, in the international statistical fora and to build networks;
Demonstrated experience in writing technical reports and clearly, succinctly and convincingly;
Working knowledge of French or Spanish is considered a strong asset.
