Rationale:

South Asia accounts for one-third of global burden of newborn deaths. All countries in the region have committed to achieve the SDG targets set for maternal, newborn and child health. Still some countries are off-track to achieve particularly the newborn mortality targets. The region also carries a significant burden of stillbirths. Hence accelerating the speed of reducing newborn deaths as well as improving perinatal care to reduce maternal morbidities and mortalities and prevent stillbirths are imperative needs. In recognition of the need, UNICEF ROSA took up ‚saving newborn lives‘ as one of its headline results and has been working with regional and country partners for reaching every pregnant woman and newborns, particularly the most marginalized, with quality life saving interventions enabled by appropriate policies and strategies at national and sub-national levels.

Accordingly, the current year work plan for ROSA includes activities to advance this objective, including through implementation of a joint UNICEF-BMGF project for improving quality of maternal and newborn health, with time-lined deliverables. In addition, ROSA continues to provide technical guidance and support Country Offices for implementation of programs in accelerating maternal and newborn mortality reduction and monitor progress for achievements towards ENAP and SDG targets. This need for program implementation, monitoring and follow up entails the presence of a dedicated officer with the required competencies, which is not to be available with in ROSA health team for the upcoming several months given the current status of the Regional Office Program.

The assignment will require close follow up with UNICEF country offices and partners, need to be completed timely and therefore requires the full-time deployment of an expert for a period of about 6 months. Hence, it is a set of duties that cannot be undertaken by current ROSA staff members as part of regular duty.

Purpose:

The purpose of the assignment is to work in close coordination with UNICEF country offices in South Asia, tracking progress in the implementation of Every Newborn Action Plans and provide technical guidance for the development appropriate national policies and strategies for at scale implementation of equity-focused evidenced-based high-impact cost-effective maternal and newborn health interventions. The consultant will also follow and support the implementation of ROSA commissioned tasks for the Bill and Melinda Gates Foundation-UNICEF joint project on improving maternal and newborn health.

Key Assignments/Tasks:

i. Provide technical guidance and support to update national ENAP documents and track progress in implementation of key maternal and newborn survival interventions

Work with UNICEF COs that are to update their ENAP to ensure inclusion of appropriate evidence based, equity focused strategies towards ENAP targets

Liaise with UNICEF HQ and follow with UNICEF COs for tracking ENAP implementation

Provide remote technical support (and when possible, with Country Visits) for at scale implementation quality high-impact maternal and newborn health interventions with focus on Perinatal Care, KMC, PSBI and care of the small and the sick newborn.

Engage in relevant regional platforms, particularly the UNH6 and advocate and support for the principles of Quality, Equity and Dignity to drive implementation of national and sub-national programs

Support in the development of PHC road maps and ensure inclusion of key maternal and newborn health services across the continuum

Facilitate knowledge exchange and experience sharing between countries in the region and beyond

ii. Lead the collation and analysis of PNDRs data in selected countries

Review the PNDR data collection tool (availed by HQ)

Provide technical support for selected country offices in the collation and analysis of PNDR data

Support COs to strengthen and institutionalize PNDR

Engage partners to advocate for PNDR as an important tool in MNH QI and RMNCH social accountability

iii. Provide technical guidance for the documentation of RMNCAH social accountability mechanisms in South Asia, and engage COs for the design of strategic directions

Lead the documentation of RMNCAH social accountability mechanisms in and the design of strategic directions for South Asia

Disseminate the documentation report

Work with C4D and SP in ROSA to craft regional response strategies

Engage partners to promote the initiation and scale up social accountability mechanisms

Work with COs to introduce/strengthen social accountability in UNICEF work plans

iv. Provide technical guidance and support COs in the design, implementation and monitoring of WASH/IPC practices at HCFs

Work with ROSA WASH section to finalize the development of and disseminate WASH/IPC toolkit

Provide technical guidance and support to COs in the integration of WASH/IPC in the implementation of MNH QI programs

Key Functions/Day-to-Day Activities:

Support UNICEF COs for the development of context-specific national strategies and action plans to ensure inclusion of appropriate evidence based, equity focused strategies towards ENAP and SDG targets

Support in the development of PHC road maps and ensure inclusion of key maternal and newborn health services across the continuum

Provide technical guidance and support for introduction, strengthening and institutionalization of PNDR

Progress tracking and performance management of the ENAP and the BMGF-UNICEF project regionwide and provide timely evidence-based recommendations for adjustment

Provide remote technical support (and when possible, with Country Visits) for at scale implementation quality high-impact maternal and newborn health interventions with focus on Perinatal Care, KMC, PSBI and care of the small and the sick newborn.

Lead the documentation of RMNCAH social accountability mechanisms in South Asia and coordinate with ROSA C4D and SP for robust strategic guidance to COs in positioning UNICEF to promote social accountability

Work with ROSA WASH section to develop and disseminate WASH/IPC toolkit and support for country adaptation and implementation as part of MNH QI programs

Engage regional partners to strengthen partnership, promote UNICEF priorities and jointly advocate and support for adoption of appropriate national and sub-national policies and strategies and for at scale implementation of quality MNH interventions implementation driven by Quality, Equity and Dignity principles

Support the documentation of UNICEF and partner led promising practices and evidence generation, contributing to generation of UNICEF knowledge products focusing on effective interventions and innovations, including for novel researches

Facilitate knowledge exchange and experience sharing within South Asia and beyond

Duration: 6 months from 1 May 2021 (working remotely)

To qualify as an advocate for every child you will have...

A) Education:

Advanced degree in public health or related fields

Qualification on child health, paediatrics or obstetrics as an added asset

B) Work Experience:

At least Ten (10) years of relevant experience in Maternal and Newborn Health

Experience of working with in the region is an asset

C) Language Proficiency:
