Background

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at OSCE/ODIHR must be borne by their authorities.

Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.

ODIHR Human Rights Department (HRD) assists OSCE participating States in fulfilling their obligations to protect and promote human rights and fundamental freedoms. This is accomplished by monitoring and identifying areas where improvements to legislation or the functioning of state bodies could result in better protection of human rights for everyone, and by offering technical assistance and expertise where there is sufficient political will.

Tasks and Responsibilities

The incumbent, under the general supervision of the Head of Department (HoD):

Advising on, identifying, developing, implementing and evaluating programmatic activities and projects on human rights and gender mainstreaming in the security sector for/with government authorities, OSCE bodies, executive structures and field operations, as well as non-governmental organizations;Contributing to the overall work of the Human Rights Department in other areas of human rights, including by following relevant developments across the OSCE area and monitoring the human rights situation, as well as advising the management of the Human Rights Department on actions to be taken, conceptualizing, developing and delivering training curricula, developing and delivering activities in response to requests by participating States, and undertakes other related tasks;Identifying opportunities and promotes awareness among participating states and OSCE institutions and field missions of the relevance of gender equality to human rights and security promotion and effective means of integrating a gender perspective in human rights and security promotion and responding to requests to ODIHR for information about implementation of OSCE human dimension commitments related to human rights and fundamental freedoms in key areas of concern, especially those that relate to the security sector, including law enforcement and armed forces, and human rights;Building alliances and networks with independent experts, international and national governmental and non-governmental actors, to develop regional collaboration and sharing of best practice, exchange information, coordinate activities and implement common programs.

Necessary Qualifications

First-level university degree in social sciences, international relations/political science; specialization in human rights preferred;
At least six years of progressively responsible and relevant professional experience in the field of human rights including experience at the international level in an advisory function;
Knowledge of UN, Council of Europe and OSCE human rights and equality standards as well as human rights monitoring and reporting methodology and practice;
Experience of designing and implementing projects;
Experience working in or with the security sector is strongly preferred;
Established in-depth knowledge of women’s human rights and security-related issues and related relevant mechanisms (e.9. UNSCR1325) and implementation efforts;
Expertise in gender-based analysis;
Computer literate with practical experience in Microsoft applications;
Ability to work with people of different nationalities, religions and cultural backgrounds;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Professional fluency in the English language;
Working knowledge of Russian or other OSCE working languages is desirable.
