By the decision of the Government of the Kyrgyz Republic #194, the Concept of the Regional Development of the Kyrgyz Republic for 2018-2022 (referred to as Concept) was approved on 31 March 2017. The Concept was developed to form the basic construct for the preparation of the detailed development program of specific regions and rural communities both at short and long-term perspective. Moreover, reduction of negative impacts of environmental factors and improvement of ecological indices are indicated as one of the main pathways to the improvement of living conditions, human well-being and increase of life expectancy of the population. Focusing development interventions at sub-national levels is important in expanding human development opportunities and increasing social security, capabilities and entitlements for households and citizens. Development results discerned from national aggregated data disguises the complexity and the challenges of bringing about balanced and shared prosperity to citizens of different socio-economic backgrounds and living in diverse ecological and geographic circumstances. In a situation of limited financial resources, it is challenging for the Government of the Kyrgyz Republic to sustain simultaneous development of all regions. In this regard, tasks specified in this Terms of Reference are directed to cover the following priorities:
Increasing awareness and improved skills of local community members and authorities in preventing and responding to disasters, as well as establishing a system for regular monitoring of disaster risks;
Rehabilitation of key economic and social infrastructure of the communities;
Development of income-generating activities in the area of production and processing of agricultural products, as well as service sector;
Increasing capacity of local government authorities and improving municipal services.
In this regard, the OSCE Programme Office in Bishkek plans to hire Local Socio-Economic Development Consultant to support two municipalities, located near radioactive tailing sites. The activity is aimed at creating an enabling environment for sustainable human development by development of targeted socio-economic programs. Target areas under this activity are Kadzhy-Sai village of Issyk-Kul province and Mailuu-Suu city of Zhalalabad province.
Objective The expert will provide consultancy support and methodological facilitation in preparation of the development program of Kadzhy-Sai with explicit attention to environment protection/green economy programs.
Tasks and Responsibilities
Under the supervision of the Programme Manager, the consultant will perform the following tasks:
Develop local socio-economic program for Kadzhy-Sai city with recommendations and interventions that can help to strengthen local governance to enhance environment protection efforts, accelerate inclusive local economic development and improve transparency and accountability at regional and local levels;This would include the following components: Review capacity of regional/local governments, municipalities and local councils for effective collective decision-making and existing capacities to deliver their mandates and functions including for local development planning, policy implementation, crafting of investment and business policies, by-laws, administrative procedures, rules and regulations; and oversight mechanisms;Review policy and institutional settings for the promotion of investment, encouragement of enterprises and job creation at regional/local levels, public engagement/participation, accountability, transparency and access to public information at local levels;Review existing capacities for better local governance, including effective management of rural-urban migration, sound municipal governance, waste management and SMEs support among others;Examine existing systems, structures and practices in terms of community engagement in local development planning and decision-making processes;Conduct strategic sessions with the members of the working group of Mayor’s office on development of measures within local socio-economic development program of Kadzhy-Sai and identification of priorities and alternatives of other city development plans and perspective projects;Facilitate conduction of donor conference in Kadzhy-Sai to strengthen its practical operations and to enhance their effectiveness in implementing developed socio-economic program.This would include the following components: Identify users and stakeholder interest within the field of green economy and recommend the key relevant information feeds for various discussions and groups related to a sustainable economic transition;Liaise with relevant Government counterpart officials, donor’s community, civil society, public and private sector for organizing and possible collaborating for conference;Ensure substantial senior-level attendance at the conference from the donor’s community, public and private sectors. This will involve: a) preparing invitation lists of key participants for conference. b) Drafting invitation letters and conference agenda. c) Proactively following up on invitations and other schedule of activities;Act as the rapporteur of the conference planning process. This entails: taking the minutes of the meetings, drafting the schedule of activities and quality progress reporting;Provide suggested follow-up actions after the conclusion of the conference;Submit monthly and final summary monitoring and evaluation reports, including information on supported events in accordance with reporting requirements of the OSCE Programme Office in Bishkek;Submit final M&E progress report, which includes consolidated analysis by each sector (challenges, lessons learned, and recommendations).

Graduate degree in economics, finance, public governance, business administration and other related fields;
Preference will be given to individuals with proven relevant experience in undertaking a task of similar magnitude, and shall preferably among others, have the following qualifications and experience: At least 3 years of experience in legislation and policy development on environmental issues;
Experience in co-ordination with legislation and executive bodies of the Kyrgyz Republic on implementation of policy and legal documents;
Experience of writing scientific articles, developing of manuals and handbooks on ecological issues and environmental legislation;
Comprehensive knowledge of environmental context and state of affairs in Kyrgyzstan;
Extensive knowledge of environmental legislation of the Kyrgyz Republic;
Higher professional education;
Readiness to complete the task with enthusiasm and attentiveness to key principles of environmental education in specified areas;
Ability to lead and facilitate multi-stakeholder consultation processes and dialogues, to communicate effectively and build trust;
Strong analytical, synthesis, report editing and writing skills in Russian and Kyrgyz;
To be accountable and responsible for achieving results and meeting performance standards;
Client orientation: To be responsive towards those to whom services are provided internally and externally;
Fluency in Russian and Kyrgyz.

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
