The objective of the Department of Health Systems Governance and Financing (HGF) is to support Member States to develop and sustain health system governance and health financing systems that ensure more equitable access to needed health services while avoiding catastrophic expenditure and impoverishment as a result of seeking care. This will be achieved through support to countries to develop sound national health strategies and plans, including development of tools and information to feed into the policy process, and with appropriate capacity development activities. It will also be achieved while promoting greater development partner alignment with national health strategies and systems, in line with commitments made in Paris, Accra and Busan.The Health Financing team is one of three units within the HGF Department. It is charged with promoting conceptual clarity on health financing issues, developing and disseminating evidence on the implications of different health system financing mechanisms in different contexts, providing policy support on national health financing policy development in support of UHC, collaborating with and guiding the work of development partners on health financing policy at country, regional and global levels, and promoting national ownership and leadership of health financing policy through appropriate capacity development activities. It does this by working closely with regional focal points in health financing, subregional offices where they exist, and specialists in health financing and health systems strengthening in country offices.


Under the overall guidance of the Unit Head, Health Financing (HEF), the incumbent is expected to work on the implementation of deliverables in the health financing work program, in particular related to the work program on the Efficiency financing of public health services, programs and functions (Global Good 1312). This includes the following:--> Work directly with colleagues across WHO to ensure alignment between financing and programmatic evidence.--> Conduct research, analysis and writing related to financing and budgeting guidance for specific public health services, programmes and functions (e.g. health security, preparedness and environment); --> Organize dissemination and capacity building events related to WHO’s recent publication of articles on Common Goods for Health and Cross-Programmatic Efficiency analysis, including web presence; --> Contribute to providing technical assistance to countries to support the efficient organization of public health programmes within the context of the overall health system; --> Assist in grant reporting activities; and--> Respond to requests related to the other work of the Health Financing Team and Department, as requested by theUnit Head and Director.Perform all other related duties as assigned.



Essential: A first level university degree in economics, health system management or public health.

Desirable: Advanced university degree in Public Health or Health Economics, Public Policy, health systems management, Political Science, or Medicine.


Essential: At least 2 years‘ experience working on issues related to public health services, efficiency-related issues, and global public goods for health.

Desirable: Country experience with global public health issues. Exposure at the international level.


Demonstrated knowledge of health financing systems and related concepts, with an ability to review policies and practices in health financing and overall health systems. Proven ability to work with and analyze health programs in the context of overall health systems. Knowledge of key issues in the financing of population-based health services and public health functions. Proven ability to write and communicate effectively to both specialists and non-specialists in the field of global public health. Proven ability to conduct in-depth qualitative research on issues related to health systems, and translate specific country experiences into global lessons and key messages. Proven ability to coordinate and manage a multi-stakeholder project and timelines. Use and application of web-development software. Ability to identify issues, synthesize key messages, and to make conclusions and recommendations. Excellent ability to work collaboratively with a team and to adapt to multinational environment. Interpersonal skills using tact, patience and courtesy. Team spirit and time management skills

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 48,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3347 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
