The Division of Data, Analytics and Delivery for Impact supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in Member States. It’s goal is to build capacity in member states to monitor the health of their populations and the impact of health interventions and to promote evidence informed policy decisions. The monitoring of WHO’s Global Programme of Work 13 2019-2023 (GPW 13) Impact Framework is also a key function. The Department of Data and Analytics is responsible for monitoring progress on the GPW 13, strengthening country health information, data generation and evidence creation in collaboration with partners and addresses critical data gaps for priority health topics. It also serves as Division focal point for collaboration with other departments with regard to primary data generation efforts and analysis. It undertakes analysis of health trends and determinants.The WHO has undertaken multi-country studies to obtain reliable and valid data related to measures of population health, risk factors, coverage, responsiveness of health systems and social capital. The scope of these multi-country studies have been expanded to include special population groups such as older adults and health examination and longitudinal cohort studies. The programme will continue to develop state-of -the art methods to measure health and health related outcomes and their determinants in order to provide the best available comparable evidence for health policy.

DESCRIPTION OF DUTIES

Under the overall guidance of the Team Lead, the incumbent will perform the following tasks:

Support DDI’s implementation of WHO’s GPW 13 impact framework in countries.

Support DDI’s efforts to improve the measurement of health outcomes and their determinants with regard to the monitoring of the GPW 13 impact framework, UHC and the Sustainable Development Goals (SDGs).

Conduct data management, cleaning and weighting of data sets

Prepare substantive analytical reports of health and health-related outcomes and their determinants to provide the evidence to inform policy.

Provide support to country partners in data management and develop capacity for data analysis among country partners.

Analyze data sets for inter-country comparisons of health and health-related outcomes across different sub-populations.

Participate in the preparation of grant applications to different funding agencies for multi-country studies.

Participate in training and data analysis workshops for countries participating in studies being coordinated by the team.

Prepare relevant training and workshop materials.

In consultation with international experts, develop innovative analytical strategies for data from complex design surveys.

In co-ordination with other team members, prepare articles, manuscripts and presentations, with priority on projects mentioned above for information sharing, scientific conferences and peer-reviewed journals.

Perform other duties as required by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree related to epidemiology, demography or statistics.

Desirable: Advanced university degree related to epidemiology, demography or statistics.

Experience

Essential: At least two years hands-on experience in analysis of data on population health. Experience in writing technical reports and papers and clear understanding of research methods and epidemiological / demography / statistical principles.

Desirable: Demonstrated experience in quantitative analyses of health and health related outcomes and their determinants in household surveys, administrative data sources, censuses, etc.; work and training experience in low or middle income countries; familiarity with WHO policies, strategies and activities related to measurement of health outcomes and determinants of health. Experience within WHO or another UN international organization. Exposure at the international level.

Skills

Proven skills in data analysis of a range of data sources on population health. Excellent knowledge of STATA and other statistical applications such as R. Ability to work in a flexible manner under pressure to meet deadlines. Ability to work in a collaborative manner. Clear understanding of implementation methods and implementation science where applicable.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 48,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3457 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
