The Department, Human Resources and Talent Management (HRT) is responsible for providing a sound, well managed, responsive and efficient organization-wide Human Resources Management strategy and global HR advisory services which support the work of WHO and its Member States, encompassing, but not limited to: HR Policy Development, Organizational Design and Job Classification, Talent Management (including Succession Planning, Global staffing, Career Development and Training, Rotation and Mobility), application of the UN Common system’s Compensation and Benefits, HR Legal Advisory Services, Administration of Justice, Global Staff/Management relations, representation of WHO in inter-agency UN Common System HR initiatives.

DESCRIPTION OF DUTIES

The incumbent will work under the overall guidance of the Unit Head, HBP and in close collaboration with the HBP Unit Team Leads, HR Business Partners, HR Business Associates, the other units in the HRT department, division Management Officers, and the Offices of the Assistant Directors-General (ADGs), Executive Directors (EXDs), Deputy Director-General (DDG) and Director-General (DGO).

Support and facilitate HBP’s overall work plan implementation, including: Manage and report on HBP projects independently, upon request of the Unit Head; Prepare initial drafts of HBP policies and papers and coordinate input from team members; Serve as the HBP focal point for assignments of a cross-unit and/or cross-departmental nature; Monitor the HBP Staffing Plan, for recruitments, internships, as well as coordination of training and briefing for the unit staff; Prepare HBP coordination meetings, including setting agenda, taking notes and drafting subsequent minutes; Prepare Standard Operating Procedures (SOP) as may be required on HR Operations; Prepare recommendations on administrative and management issues, including preparing the HBP work plans, budget, mid-term reviews and implementation reports based on data available in the Global Management System (GSM) and any other relevant databases, creating databases where gaps exist; Monitor budgets, ensuring that funding is available and implemented as per approved work plans.Report to the Unit Head, HBP on the implementation and outcome of the projects.2. Tools and processes: Ensure that HBP can accurately and reliably report on its operations and activities by developing and maintaining tools for this purpose; Generate, analyse and interpret statistics; Monitor HBP activity, identify trends and patterns and initiate and/or plan cross-functional projects aimed at providing inputs to improve or review HR policies, processes and tools used at Headquarters and which may subsequently be adopted by the Regions; Monitor trends and patterns in recruitment, selection, separation and other relevant HR activities as requested; Work with internal and external stakeholders to develop new tools and when preparing requests for proposals (RFPs) for external service providers for specific support; coordinate and act as the HBP focal point for all the IT-related HR processes with particular attention to the Global Management System (GSM) and the online Recruitment system (Stellis)3. Monitoring, Reporting and assigned Projects: Manage and monitor the HQ-wide work plan to house staff on special status pending separation from the Organization; Prepare budgets, costings and proposals for a variety of HR projects and actions, such as in relation to reorganizations of existing departmental structures and separations by mutual agreement; Research and prepare recommendations on procurement or travel related matters as they relate to the recruitment of staff/non-staff, and in particular during large scale emergency response operations; Draft correspondence and recommendations on complex cases; Closely cooperating with other offices concerned, ensure that settlements of separations by mutual agreement and other types of separations or actions, as relevant, are implemented in a timely manner, monitoring and reporting on the payments and other elements regularly.4. Roaming support for HBP priority areas and programmes. Upon the request of the Unit Head, backfill and/or provide the full range of HBP services to Divisions/Departments as may be assigned, either during peak periods, or as may be required, in order to meet the objectives of the unit. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in Human Resources Management, Public or Business Administration, Management, or a related field.

Desirable: Formal certification in project management (e.g. Prince2, Six Sigma or other similar programmes), monitoring and evaluation or preparation and interpretation of statistics.

Experience

Essential: At least 5 years in two or more specialized fields of Human Resources, together with experience in Work Planning and Project Management, of which at least two years must be at the international level. Experience in the area of generating statistics for reporting on HR or other management related activities.

Desirable: Experience within the UN common system or the World Health Organization, Experience in managing selections and recruitment; entitlements and benefits; and succession planning would be an advantage.Experience in using an Enterprise Resource Planning (ERP) system such as Oracle or SAP, and in extracting data to provide information that informs decisions and actions..Experience in the use of an on-line recruitment platform such as Taleo would be an advantage.

Desirable: REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4519 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
