OBJECTIVES OF THE PROGRAMME

In the context of the WHO Emergencies Preparedness and Response programme, at the Regional level, the incumbent will facilitate the development of the strategic response plans as well as the AFRO operational plan, support WCOs in outlining the activities and resources (staffing, equipment, funding) required for WHO to perform its role as the lead technical agency in health emergencies, and more specifically as the leader of the Health Cluster in humanitarian emergencies and outbreaks. This includes supporting effective operational and strategic planning and management of the emergency incident, leading proposal processes, performance monitoring; facilitate quarterly, Semi-annual, and annual AFRO programme reporting; Scheduling and management of AFRO team meeting and Emergency operations coordination meetings.

PURPOSE OF THE POSITION

Support WCOs in outlining the activities and resources (staffing, equipment, funding) required for WHO to perform its role as the lead technical agency in health emergencies, and more specifically as the leader of the Health Cluster in humanitarian emergencies and outbreaks. This includes supporting effective operational and strategic planning and management of the emergency incident, leading proposal processes, performance monitoring; facilitate quarterly, Semi-annual, and annual AFRO programme reporting; Scheduling and management of AFRO team meeting and Emergency operations coordination meetings.

DESCRIPTION OF DUTIES

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected): Within the delegated authority and under the supervision of WHE Team Lead or his/her designated mandated representative(s), the Planning and performance management Officer will: Facilitate a systematic collection, recording, analysis and dissemination of information pertaining to the Emergency Response operations plans, joint operations plans from relevant WHO offices and key operational partners pertaining to events, to generate a consolidated overview of needs and requirements.

Collaborate with relevant internal WHO teams and key operational partners in the development of a strategic response framework and joint operations plan (in case of WCOs) to outline the response strategies to the emergency incident.

Support the development of WHO’s incident management workplans and associated budgets outlining the required response activities and resources (staffing, equipment).

Undertake regular planning reviews, with HQ teams and the relevant Country offices when necessary, to provide periodic estimates and forecasts on response requirements based on technical needs.

Coordinate data collection and analysis to monitor progress against plans according to established key performance indicators.

Regularly report on response activities across all emergency incidences.

Actively participate in internal and external communication activities and support resource mobilization efforts through providing overall analyses of needs and technical contributions to the development of project proposals and identifying budget needs, at both regional and country levels.

Monitor the implementation of AFRO and WHO’s projects and grants, ensuring that implementation, expenditure and reporting are consistent with plans and projects.

Analyses risks for implementation and bring them to the attention of the responsible officers.

Work with relevant WHO teams and key operational partners on the preparation of a transition and response demobilization plan.

Facilitate and participate in monitoring and evaluation of responses to events including Incident harmonization meetings, Joint operation reviews, After action reviews etc.

Facilitate and coordinate quarterly, Semi-annual, and annual AFRO programme reporting; Scheduling and management of EMR team meeting and Emergency operations coordination meetings.

Provide guidance on project management, promote and document best practices on the development of work breakdown structures, project plans, timelines, etc.

Support the establishment of partnerships with non-state actors in line with WHO FENSA guidelines, including due diligence, agreement reviews and compliance management of subgrants.

Routinely guide non-state actors on implementation, Monitoring and reporting of sub-grants and escalates any NSA capacity needs to the attention of Emergency Coordinator.

15. Liaises with Finance department to make available interim finance reports to guide project implementation

16. Perform any other related tasks or incident-specific duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential:

First university degree in management, Public Health, business or public administration or other social sciences from an accredited/recognized institute.

Desirable:

Master’s degree in either public health, business or public administration.

Specialized training in Emergency management, health management, business administration, or humanitarian interventions.

Advanced humanitarian security training

Relevant training Certificates in Grants management in the context of major donors e.g USG, DFID, ECHO etc

Experience:

Essential: Other desired/mandatory required technical knowledge.

Excellent oral and written skills; excellent drafting, formulation, reporting skills;
Accuracy and professionalism in document production and editing;
Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

Desirable: Skills

General business management, Public Health, humanitarian programme management, Extensive practical knowledge of modern management principles and techniques, especially with respect to large operations at national, regional and/or global levels.

Demonstrated knowledge and skills in reporting on large budgets and financial resources.

Ability to clearly and articulately present concepts and strategies on a broad range of issues. Proven knowledge of programme and financial management as well as administration of complex health programmes and services at the international and country level.

Concrete skills in conceptualizing strategies and public health interventions.

Ability to perform and adapt to complex and changing political, social, and economic contexts. Knowledge of WHO or other UN agencies‘ governing mechanisms, procedures, planning and programme management.
