Background

This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.

Upon the request of the State Attorney’s Office (SAO) and based on the previous successful cooperation, the OSCE Mission to Serbia decided to support the process of assessment and development of the Communication Strategy for SAO.

This document will define short-term, medium-term and long-term communication goals of SAO. It shall further define target groups, communication channels, basic messages, and an implementation performance analysis. The Strategy is considered an important tool in SAO’s prevention efforts and will contribute to strengthening the co-operation and partnership between SAO and the authorities it represents.

The development and the adoption of the Communication Strategy is envisaged by SAO’s Strategic plan and it represents a corner stone in SAO’s work on prevention by intensifying co-operation with relevant Ministries and other authorities. It will also serve as a prevention tool for raising awareness regarding potentially harmful arrangements when entering into legal negotiations to avoid court proceedings.

The Mission therefore requires the services of

one local consultant to conduct a situation analysis of relevant communication needs, hold a presentation for SAO employees and develop a Communication Strategy in co-ordination with SAO.

Tasks and Responsibilities

Under the supervision of the National Legal Officer, the consultant will be responsible for:

Conducting a situation analysis of relevant communication needs;
Providing a rationale of the priority strategic areas within the Communication Strategy, defining strategic communication objectives for the next five years, integrating a gender perspective into the Communication Strategy;
Holding a presentation for SAO employees on communication needs of SAO, pointing out the conclusions and recommendations;
Developing a Communication Strategy (with integrated rationale) in coordination with the SAO.

The consultant shall work online from home and participate in meetings with SAO in person.

Necessary Qualifications

Citizenship of or permanent residence in the Republic of Serbia;
University degree;
Minimum 15 (fifteen) years of professional experience in the field of development, creation and implementation of communication strategies and planning;
Professional experience specialized in strategic communications and public relations, advocacy and public affairs, internal communications, media and Government representatives relations, social media channels management;
Extensive knowledge in developing and maintaining internal communication for State Authorities;
Development of at least 5 integrated PR/Communication strategies in the areas of judiciary, public administration, business;
Experience in communication with media and authorities;
Experience in work with Government, Judiciary and Diplomatic institutions officials;
Tags gender perspective public administration public relations strategic communication

Excellent knowledge in establishing and maintaining relationship with key decision makers, local authorities and Government;
Professional knowledge of Serbian, both oral and written,

Computer literate with practical experience in Microsoft packages;
Ability and willingness to work with people of different cultural, national, social and religious backgrounds;
Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The consultant will be employed on a Special Service Agreement in the

period from 10 August 2021 to 9 October 2021, and will be

paid a total amount not exceeding 282,000 RSD in total, commensurate to individual qualifications and experience.
