Background:

The incumbent provides programmatic and administrative support to the OSCE Programme Office in Bishkek’s project on Capacity Building of Customs Officers from Kyrgyzstan and Afghanistan (ExB Project # 5300658). Please note that this is an Extra-budgetary funded post with the end date on 28 February 2022.

Tasks and Responsibilities:

Assists in developing a follow-up strategy, including project outlines, documents and proposals and other requirements related to the follow-up, in co-operation with implementing partners and governmental authorities;
Research, collect, register, report and maintain information on project activities by reviewing reports and establishing and maintaining liaison with partners for implementation, following up on all aspects of the project, including project formulation and provision of functional support to project implementation; in co-operation and coordination with project staff and partners for implementation assesses program implementation and other related issues; report regularly to the PM, prepare various written outputs, draft background and briefing papers; provides translation in between the English, Russian and/or Kyrgyz languages as requested;
Engage with the Kyrgyz and Afghan Customs Authorities and other relevant international organizations to ensure smooth implementation of the project activities when requested by the PM. Facilitate the participation of local and international Customs officials in conferences, seminars, workshops and other similar events abroad organized under the auspices of the OSCE and accompanies them when requested by the PM; Provide support to the PM to comply with the Leahy vetting process;
Follow up on the implementation and progress of ongoing project activities, considering problem identification and problem resolution, discussing findings with the PM to identify implications for the work of the POiB;
Coordinate the collection and verification of documents, actions and data; assemble and edit basic and advanced data required for planning and negotiation, as instructed by the PM; check project documents for clarity, consistency and completeness;
Draft project reports, monitoring reports, activities and budget requirements for the project; plan, coordinate and develop project budgets in close cooperation with FAU in the OSCE Programme Office in Bishkek; follow up and keep records on project expenditures and overall financial status; prepare PR and PO, report on project expenditures;
During the absence of the other Project Assistant ensure that activities and communications are maintained in line with an agreed interim action plan;
Research and compile general background information from available sources; design and draft supporting flow charts, schedules, graphs and tables; maintain institutional memories or other documentation systems to record project history and ongoing activities;
Assist, attend and contribute in the preparatory arrangements for visiting delegations on matters relating to the project on Capacity Building of Customs Officers from Kyrgyzstan and Afghanistan;
Pay field visits and participate fully in subsequent discussions and decision making regarding follow up actions on the project; provide accurate interpretation when necessary for the PM and other international staff members during official meetings;
Performs other related duties as requested.

Necessary Qualifications:

Secondary education supplemented by formal studies in administration, languages, accountancy, or project management

Minimum six years of work experience in administrative functions or project management, in project planning, implementation, monitoring and evaluation procedures; preferably in an international set up;
For vacant positions in the General Service category, a first-level university degree in a relevant field may be considered as a substitute for one year of working experience, an advanced university degree for two years of working experience;

Experience with politico-military related issues;
Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian would be an asset;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1023.16 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
