Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Transnational Threats Department/Action against Terrorism Unit (TNTD/ATU) is the focal point for co-ordinating and facilitating OSCE anti-terrorism activities. The Department contributes to the implementation of the OSCE’s counter-terrorism commitments by providing support to the Chairperson-in-Office, the Secretary General and the participating States on anti-terrorism matters and by enhancing co-ordination within the OSCE on related issues.

TNTD/ATU also assists participating States with implementing their relevant commitments in this area, as defined by relevant decisions, and acts on requests from participating States to assist in enhancing their capacities to respond to current and emerging terrorist threats. TNTD/ATU supports the work of relevant UN bodies and enhances co-operation with external partners and other regional organizations in preventing and countering terrorism. TNTD/ATU currently comprises 10 staff members.

As part of the effort to prevent and counter the misuse of the Internet for violent extremist and terrorist purposes while ensuring respect for freedom of expression and other human rights standards, the TNTD/ATU is implementing a project on "Digital Citizenship and Media Literacy". The project will seek to strengthen critical thinking skills around all types of media, and the understanding of how the media shapes our understanding of culture, politics and society. Additionally, the project will work on increasing participants‘ understanding and ability to engage critically and competently in meaningful ways in the digital environment with a focus on respecting human rights and fundamental freedoms in the use of technology.

As part of its Unified Budget Effort, TNTD/ATU requires the services of one Consultant to develop, under the supervision of the Project Managers, a regionally tailored curriculum for civil society and government representatives in South-Eastern Europe. The pilot training curriculum can provide the basis for future national training events on the same topic, depending on the outcome of the evaluation report.

The objective of this assignment is to develop a curriculum on digital citizenship and media literacy tailored to the context of South-Eastern Europe. All materials, including reports and curricula developed in this project shall be gender-sensitive and human rights-based.

Tasks and Responsibilities:Under direct supervision of the TNTD/ATU, as well as in close co-ordination with the OSCE field operations in SEE, the selected Consultant will be tasked to prepare and develop a curriculum on ‚Digital Citizenship and Media Literacy‘ for South-Eastern Europe with the deliverables specified below

Proposing an agenda for an Expert Working Group (EWG) meeting;
Supporting TNTD/ATU with the delivery of the EWG meeting;
Preparing a report and recommendations for OSCE engagement;
Developing a curriculum on digital citizenship and media literacy with accompanying pre-/post-training and evaluation surveys.

Necessary Qualifications:

Second-level university degree in a discipline relevant to one or more of the following topics: communication, media, social sciences, security studies, and/or international human rights;
A minimum of five (5) years demonstrated experience in researching, analyzing and developing content and/or training on the use of social media in good governance; countering terrorist use of the internet, preventing and countering violent extremism online, human rights in the context of countering violent extremism and terrorism online;
Knowledge of policy and practical challenges in counter-terrorism, preventing and countering VERLT, compliance with the rule of law and human rights in the context of South Eastern Europe;
Knowledge of the impact of online experiences (i.e. digital exclusion or bullying vs. inclusion) on citizens‘ lives;
Previous experience in international capacity-building assistance, preferably with the OSCE or other international organizations;
Flexibility and ability to work under time pressure to meet tight deadlines;
Professional fluency in English including excellent writing skills;

Knowledge of other OSCE official languages is an asset;
Knowledge of the online media and digital landscape in the context of South Eastern Europe is highly desirable;
Previous experience in conducting training in media literacy and critical thinking highly desirable;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the applicable fee scale that applies to the delivery of consultancy services by individual contractors, and shall depend on the complexity of the tasks and deliverables.
