The IVB Department’s mission is ‚To promote the health and well-being of all people, in all countries, by advancing the impact of vaccines and immunization programmes through partnership and leadership; policies and guidance; evidence and research‘. Our work is aligned with the WHO 13th Global Programme of Work (GPW13), with a central focus to drive impact in countries, to ensure healthy lives and promote well-being at all ages.The Strategic Objectives of the IVB Department include:1) establishing global immunization agendas, strategies and policies to build and harness commitment to action;2) promoting research and innovation to increase impact of vaccines, technologies and immunization practices;3) advancing evidence-based introduction and access to vaccines and immunization innovations;4) optimizing immunization delivery to ensure high-impact, sustainable and equitable programmes; and5) harnessing Vaccine Alliances and Partnerships, including collaborations with Gavi, the Vaccine Alliance and key WHO partners, towards cross-programme coordination and collaboration in pursuit of universal health coverage.


- Provides technical leadership and managerial support within the IVB Department in the area of IA2030 ensuring that activities in this area are carried out efficiently and effectively through the development of the strategic priorities and key actions that WHO will be responsible for in the implementation of IA2030, aligned with the GPW13 goals and objectives as well as the IVB strategy.- Develops and proposes technical health policies and strategies for implementation through collaboration and ensuring synergies with broader health agendas and initiatives (e.g. UHC, PHC, MCH), WHO regional and country offices, and provides advice and support in developing further the area of IA2030 for strengthening and improving technical capacity of target clienteles.- Manages the programme area in delivering its objectives through efficient managing of financial resources and effective work planning to optimize the programme’s deliverables in line with the IVB strategy and the mandate of the Organization.- Leads and conducts research on best practices in implementing programmes and activities of IA2030 key actions and dissemination of information for capacity building in the respective area of work.- Manages the IA2030 Monitoring and Evaluation framework and ensures that there is a mechanism in place for the implementation of the subject area of work of key performance indicators and reporting requirements to optimize performance of Programme deliverables.- Serves as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in the respective area of expertise.- Liaises with and utilizes partnerships in other UN Agencies, Donor, or research institutions in the area of IA2030 to position the technical area of work and implementation into Global and/or National policies.- Represent the programme area of work at various meetings to advocate for IA2030.- Apply his/her expertise and insights in robust use and analysis of the latest evidence to guide strategic planning and decision-making.- Perform all other related duties as assigned.



Essential: An advanced university degree in Public Health, medicine, or related field.

Desirable: A PhD in one of the above-mentioned fields.



A minimum of 10 years of relevant internationally professional experience in global health and communicable disease prevention, including at least 5 years of experience in the area of health policies and strategies related programme implementation.- Demonstrated experience at the international level.- Demonstrated experience in leading the development of policies, guidelines or training materials.- A proven track record in building collaborative and healthy partnerships at global or regional level in public health or vaccine-preventable diseases.- Experience in interacting with a broad range of immunization stakeholders at global and country level.

Desirable: Proven experience in building and influencing complex multi-stakeholder partnerships, and in planning and coordinating multi-stakeholder convenings.- Demonstrated field experience in working in vaccination programmes in a variety of country settings.- Proven experience in offering technical assistance, training and capacity building at country, regional and global levels.- Demonstrated experience with global and regional partnerships and working with donors.


- Concrete skills in the planning and coordination of multidisciplinary public health programmes, which may include the implementation of a public health/disease control programmes.- Strong skills in the area of initiating, developing and implementing strategies.- Ability to engage, communicate effectively and diplomatically with external partners including Ministries of Health, Donor institutions, Civil Society, and other stakeholders. Commitment to collaborate effectively with other key partners.- Excellent written, oral, presentation skills and politically astute; able to present and explain complex ideas and information in a succinct, logical way that is easy to understand key decisions and critical information for programme management.- Outstanding project management skills, able to implement a proactive, structured and timely approach and also able to adapt to organizational or contextual changes.- Able to make informed and strategic recommendations to senior management.- Strong capacity to manage multiple competing demands and meeting deadlines and timelines with efficiency- Highly motivated individual capable of influencing and taking initiative.- Rigour at analysing data and using data for strategic decision-making.- Ability to motivate staff, lead and manage a global project.- Conscientious with ability to take initiative and work independently.- Proven ability to work to deadline and budget.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6575 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
